Northrop Grumman Space Systems - Launch & Missile Defense Systems organization is seeking a Cost Program Manager, to support the Propulsion Systems (PS) Business Unit. The position will report to the Senior Director of Business Management. This individual will lead efforts working up, down, and in, to identify efficiencies and savings associated with indirect cost (materials, labor, other).
The successful candidate will be a transformational leader with a track record in delivering business results. Both a solid business/operational background as well as the ability to drive continuous improvement is critical. This person will be an experienced leader who brings credibility, gravitas, maturity, cross-cultural awareness, and sensitivity to the role to lead a comprehensive lean transformation and capability building - from senior leadership to the individual contributor level.
In this role, you will be responsible for imparting lean principles, systems, and tools to enhance the efficiency of all business functions within our value streams. Collaborating closely with site leadership, you will drive significant enhancements to our business processes, aligning them with site strategy and a customer-centric focus, fostering a culture of Continuous Improvement.
This role may offer a hybrid working schedule, but the selected individual will be required to be in the office a minimum of 4+ days per week. Selected candidate may be based out of Promontory, UT or Bacchus, UT, however the position will require substantial in person time at Bacchus, Promontory, and Clearfield.

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.

- Establishment of PS Level Indirect budgets, forecast, and variance tracking
- Establishment and management of the PS Budget Deviation Request (BDR) process
- Monthly meetings with budget owners, and other staff in the accomplishment of indirect cost savings targets and stretch goals
- Independent reviews and audits of operations to identify efficiency opportunities
- Presentation(s) of the monthly Indirect Program Management Review (and other reviews) to senior staff on progress to indirect savings goals
- Special Projects as assigned by the PS BU Sr. Director Business Management
- Special Projects as assigned by the PS BU Controller
- Support and perform ad-hoc what if modeling and reporting
- Audit support with the government DCMA/DCAA, and Internal Audit functions
- Making recommendations for change to optimize the profitability of the company
- Identify and execute projects that target improvements to key metrics: safety, quality, cycle time, improved throughput, on-time delivery, and efficiency
- Analyze and develop plans to improve workflow, space, and labor utilization and design equipment layout and work space for maximum efficiency
- Manage and develop current and future state Value Steam Maps (VSP's)
- Implement standardized Enterprise Excellence practices across the site, including the establishment and deployment of system and tool standards
- Develop a shared repository of systems, tools, and visual factory elements to create a unified Enterprise Excellence identity
- Collaborate with site leaders to formulate annual and rolling 12-month plans aimed at achieving significant, quantifiable cost savings
- Take ownership of the successful execution of identified cost reduction initiatives
- Deploy proven problem-solving tools and methods widely across the organization
- Program / Project management skills / experience, with a solid understanding of accounting. Direct experience with indirect budgeting, accounting, and operations a plus
- Teaming skills that allow collaboration and cooperation at all levels of the organization
- Ability to create and deliver presentations to all levels of staff and management
- Organizational and time management skills: Must be able to work within time constraints while managing multiple priorities. This position will require abundant flexibility with priorities, schedules, and due dates
- Knowledge: Broad knowledge with techniques in collecting data, analyzing information, generating reports.
- Problem-solving skills: Ability to identify problems or gaps in the financial or modeling systems, solve problems in a creative manner, and implement opportunities for improvement.
- Modeling skills: Must be able to implement complex modeling tools to improve the financial performance of the organization
- Bachelor's Degree and 10+ years' work experience in a position that includes budgeting - OR - Master's Degree and + years' experience
- Advanced working knowledge of Microsoft Office, including expertise in Microsoft Excel using advanced formulas, pivots, charts, and graphs
- Familiarity with a heavy manufacturing operation
- Demonstrated experience working as an organizational change agent across multiple sites
- Demonstrated track record of CI implementation yielding measurable performance improvement or transformation from traditional batch manufacturing processes
- US Citizen
- Degree in Finance, Accounting, Engineering or Project Management
- Defense or aerospace industry experience
- Manufacturing industry experience
- PMI (Project Management Institute) Certified
- Continuous Improvement Certified (i.e., Lean Six Sigma)
- Change Management Certified (i.e., Prosci)
- Operations Management experience
- Math and analytical skills including a working knowledge of statistical techniques (SPC, SQC, DOE)
- Experience in executing lean / business excellence transformation and tracking record of delivering tangible results
- Experience in project management in complex organizations operating in a global scale
