OnsiteCollins Mission Systems Engineering & Technology Organization has an immediate opportunity for a Multi-Discipline Department Leader within the Battle Management, Command & Control and Autonomy (BMC2/A) organization. This role will be responsible for leading a highly technical engineering organization who mission is to provide world class secure compartmented Enterprise Commercial Off-The-Shelf (COTS) Information and Technology (IT) networks and systems to Department of Defense customers. The leader of this team will drive technical excellence by drawing upon a diverse cyber, software, and systems engineering workforce.
This job is located onsite in Largo, FL. An active Top Secret Security Clearance is required prior to the start date.
This role will help sustain and grow the BMC2/A engineering organization, leading an organization of engineers. This role will serve as the multi-discipline Department Leader as well as the Hiring Manager for the department, as growth is expected in this area of the business. Our teams support classified COTS IT/cyber networks for US Government customers. The Department Leader will provide guidance and management to the team.
Responsibilities:
The Department Leader will provide guidance and management to a team of approximately 100 Engineers, with 10-15 direct reports. The candidate will act as a key leader and mentor in the department, employing leadership, presence and influence skills while fostering teamwork and interdependent execution.
Responsible for managing the department leadership team and technical staff, expecting and encouraging all employees to demonstrate Collins Values and Behaviors, while adhering to the Code of Conduct.
Develop and maintain a training and development plan (including critical skills) aligned to product line / program roadmaps and capability needs of their department. Demonstrate improved capability through execution of this plan.
Responsible for developing and maintaining a pipeline of engineering talent with the competencies required to support competitive pursuits and the effective execution of programs.
Ensure programs are appropriately staffed to meet program needs over the life cycle of a program. Maintain constant and regular engagement through program management reviews, program performance review, the gate process, and Estimate At Completion (EAC) process to ensure the Engineering performance meets or exceeds the needs of the customer.
Support new business capture by reviewing bids for any new contracts, Engineering Change Proposals (ECPs) and Rough Order Of Magnitudes (ROMs) assuring that the solution being proposed is fact / metric based, is compliant and meets the price to win.
Workforce planning and the development of skilled, multi-discipline engineers to ensure execution success and on contract new business growth.
Deployment and oversight of Corporate, Mission Systems, and BMC2/A Organizational initiatives.
Support career development of the engineers within the department, by conducting performance reviews of department staff; assessing / assigning performance ratings; generating / reviewing achievement awards; merit and promotion planning for his/her department.
Management of approved department overhead expenses including employee training, travel, relocation, morale events and computer / mobile assets.
Leverage new technologies, methodologies, tools and processes used in industry to ensure their department increases efficiency, software quality and keeps Collins competitive.
Proactive technical management in COTS IT development, integration, or test.
Establish and maintain of practices and procedures to ensure engineering team can support program development work
Lead process development and standards within the department, including developing templates and workflows to be used throughout the department.
Some travel (up to 10%) may be required.
Qualifications & Required Skills:
12+ years’ experience in a technical discipline preferably on defense COTS IT or cyber development programs OR an advanced degree in a related field may be substituted for additional years of experience.
Experience in Enterprise COTS IT networks/systems.
Ability to establish and utilize engineering staffing forecast tools to effectively support the Engineering Executive to determine optimum engineering staffing levels and skills for the Directorate.
Knowledge of hiring practices and the ability to work closely with Talent Acquisition (TA) recruiters to review candidate resumes, conduct screening of, lead technical candidate interviews, and determine make offer decisions that will enable capture of top-notch engineering talent aligned with staffing needs.
Ability to recognize talent for a diverse base of engineering skills, with particular emphasis on preparation of personnel to be armed with the skills needed to execute our programs effectively.
Ability to work well independently with a high level of responsibility and navigate effectively in matrix environments.
Excellent verbal and written communication skills at all levels of the organization.
Proven ability to build effective, collaborative work relationships with colleagues and internal clients.
Detail-orientated, multi-tasking abilities, and project management skills.
Proficiency with Microsoft Excel, PowerPoint, Word, and Workday hiring system.
Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) unless prohibited by local laws/regulations and minimum 12 years prior relevant experience or an Advanced Degree in a related field and minimum 10 years of experience or in absence of a degree, 16 years of relevant experience.
Active and transferable U.S. government issued Top Secret (TS) security clearance is required prior to start date. Must have the ability to obtain and maintain Sensitive Compartmented Information (SCI) clearance.
U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
Desired Skills:
Broad understanding of engineering design and leadership experience in development, integration, and test.
Experience as a leader of system development, integration or test activities on a defense COTS IT program.
Experience in functional management, e.g., Section Leader position.
CORE specialist certification, or equivalent.
EVMS and project execution experience.
Requires deep management and leadership knowledge to lead cross-department project teams or manage across multiple related departments.

The salary range for this role is 143,000 USD - 287,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
