Northrop Grumman's Mission System (NGMS) sector is seeking a Manager, Programs Level 2 to support the Apache Longbow Fire Control Radar Production programs in Baltimore, MD . This manager will lead a cross-functional organization supporting production and production related development efforts. Our ideal candidate will possess production experience and have collaborative people skills with the proven ability to work within a technically dynamic, high-growth, fast-paced and strategically important operating unit.

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.

What You'll Get to Do:
You will be responsible for profitable execution of programs that meet schedule and customer requirements. Your other responsibilities will include, but will not be limited to:
- Executing assigned programs in coordination with project engineers, operations, contracts, and financial personnel in project execution.
- Responsibility for the cost, schedule and technical performance of company programs or subsystems of major programs, including periodic estimates at completion (EACs).
- Acting as primary customer contact for program activities, leading program gate review sessions with customer to discuss cost, schedule, and technical performance.
- Effectively communicating progress to business unit leadership.
- Participating in the negotiation of contracts and contract change management.
- Establishing program milestones and monitor adherence to master plans and schedules.
- Identifying program problems and determine solutions, including the creation and execution of return-to-green (RTG) plans.
- Establishing and managing program risks and opportunities.
- Providing for an open and collaborative relationship with functional leadership, subcontractors, business unit leadership, and within related division and sector interests.
- Working closely with leadership to ensure full compliance with Division, Corporate, and Government policies.
- Bachelor's Degree and 10+ years or a Master's Degree and 8+ years of related professional/military experience that includes a background in project/program management or related fields.
- Strong interpersonal, communication and presentation skills.
- Experience leading the performance of tasks on schedule, at cost and achieving all requirements as the project, technical, or manufacturing lead.
- Experience with Earned Value Management (EVM).
- Strong understanding of Firm Fixed Price contracts and impact to business objectives.
- Familiarization with processes and procedure for operating in a manufacturing environment.
- US Citizenship.
- Ability to obtain and maintain an Active DOD Secret Clearance.
- Prior experience with execution of large, multi-year production contracts.
- Operations Project Management experience or Subcontract management experience.
- Proposal and negotiation experience.
- CAM certification.
- Experience working with SAP, MRP, or similar tools.
- Experience with financial reporting and forecasting.
