As Vanguard transforms its business and technology infrastructure in the U.S. and internationally, it frequently must resolve issues where legal and technology issues converge—particularly those tied to the retention and use of client data and information.  These efforts often include advising on data use and retention issues arising from implementing new technologies (e.g., AI/ML), establishing new third party relationships, supporting new and evolving business strategies, and advising new privacy/cyber security laws and regulations.   

As Senior Counsel, Privacy & Technology, you will partner directly with business and technology stakeholders to create pragmatic legal solutions on privacy and information security issues, and identify/collaborate with additional legal stakeholders on the resolution of similar issues (e.g., intellectual property).  This role provides the exposure to emerging technologies that you’d expect from a “FinTech start-up” with the stability of a firm with nearly 50 years’ experience “disrupting” and democratizing investing for its clients.  Come find out what makes Vanguard so special, and help us “take a stand for all investors.”

Core Responsibilities

  • Provides business leaders with legal advice on a wide range of issues related to the retention and use of client data and information, including issues tied to the Gramm-Leach-Bliley Act (“GLBA”), Reg S-P, the GDPR, the Telephone Consumer Protection Act (“TCPA”) data privacy matters. Ensures that business activities, policies, business practices, and transactions comply with all relevant privacy laws and regulations.
  • Collaborates with senior managers to define and maintain the privacy program framework, including the design and development of policies, standards, and procedures.
  • Consults with business leaders to implement enterprise-wide data privacy policies and procedures as well as assess data privacy and security risks, with the objective of mitigating potential privacy incidents.
  • Drafts and negotiates legal documents such as regulatory filings, contracts, agreements, and correspondence of legal significance.
  • Monitors, analyzes, and responds to legislative and regulatory developments relevant to Vanguard's data privacy activities to ensure they are reviewed and addressed by legal counsel.
  • Directs the work being performed by outside counsel. Reviews and evaluates outside counsel invoices.
  • Maintains a high level of expertise in data privacy law, Vanguard's business, and the investment industry. Stays abreast of industry and regulatory developments affecting Vanguard, and maintains affiliations with relevant industry, compliance, and risk associations.
  • Participates in special projects and performs other duties as assigned.


  • Minimum three to eight years’ work experience, primarily focused on privacy
  • JD and bar membership
  • Passionate about enabling responsible innovation that transforms the business while protecting Vanguard and its clients
  • Proven ability to collaborate with legal and other stakeholders to provide comprehensive, pragmatic legal solutions
  • Eager to expand knowledge beyond core privacy/technology legal support to related issues, such as intellectual property, and laws and regulations tied to client marketing and communications (e.g., Telephone Consumer Protection Act, ESIGN)
  • Demonstrated interest in understanding the business’ strategy and operations


  • Experience supporting investment management, banking, or related financial services

Future of Work

During the pandemic, we transitioned to a work from home model for the majority of our crew and we continue to interview, hire, and on-board future crew remotely.

As we have developed the path forward, we have taken a thoughtful approach that both maximizes the advantages of working remotely and the many benefits of coming together and collaborating in a shared workspace. We believe that in-person interactions among our crew are important for preserving our unique culture and advantageous for the personal development of our crew.

When our Crew return to the office, many will work in our hybrid model. A smaller proportion of our crew will operate in the Work from Home work model (for example, field sales crew); or in the Work from Office model (for example, portfolio managers).
