    Job Description

    The Assistant Vice President will be part of Moody’s West Regional Local Government Team, which is responsible for the credit analysis of general government and enterprise debt issued by approximately 800 local governments in Alaska, Arizona, Hawaii, Idaho, Montana, Nevada, Oregon, Utah, Washington and Wyoming. The analyst will become directly responsible for a significant portion of the team’s overall portfolio, and will be the state lead covering at least two states. While the analyst’s primary responsibility will be in the aforementioned states, the role also includes participation in reviews of governments located in California which are also covered by Moody’s San Francisco office.

    This is a challenging, high profile role in the public finance market. The analyst will be responsible for providing insightful credit analysis of the individual local governments and specific, rated obligations in his or her portfolio. He or she will also be responsible for contributing to the maintenance of the team’s entire portfolio of ratings by participating in both broad-based and individually-focused credit reviews. The analyst will be responsible for responding to investor and press inquiries relating to credits in his/her portfolio; contributing to Moody’s overall public finance risk analysis; participating in and representing the team at conferences and meetings; mentoring junior analysts; and writing both in-depth research reports and quick-turnaround, news-driven commentary.

    This opportunity involves developing both in-depth knowledge of specific local governments and a general understanding of public finance trends, both national and state specific. The position also requires the development of a thorough understanding of Moody’s rating methodologies and their unbiased application.

    The analyst is expected to provide thought-leading analysis, topical research and commentary with minimal oversight. Over time, the Analyst will be expected to lead special project management, increase the geographic scope of their expertise beyond the states covered out of our San Francisco office, and to provide guidance to more junior analysts. The analyst will also be expected to effectively and professionally interact with government representatives, financial intermediaries, investors, and other market participants.
    More specifically, he or she will be responsible for the following:

    • In-depth, fundamental credit analysis of issuers and various debt instruments in a portfolio of Moody’s-rated local governments; presentation of that analysis to “Rating Committee”; and publication of insightful, clear and focused research on new sales and outstanding obligations

    • Occasional publication of research on sector specific credit trends, and short news-driven commentary on recent credit developments

    • Contribution to the development of Moody’s public profile through intermediary and issuer outreach, including occasional public speaking at regional conferences

    • Adherence to all applicable regulatory, code of conduct and best practice requirements and standards

    Qualifications

    • Strong academic background – graduate degree in public policy, public administration, economics or business strongly preferred

    • Five to ten years of work experience in public finance or a related field

    • Excellent communication and presentation skills – demonstrated ability to convey complex analytical issues succinctly and clearly

    • Knowledge of local government budgeting, accounting, and finance

    • Knowledge of local governments’ economic, financial and political challenges

    • Sound judgment – capable of developing independent opinion and defending both own views and consensus-determined Moody’s views

    • Strong quantitative aptitude and proven analytical skills

    • Highly organised, efficient, and detail-oriented, with ability to multi-task and meet tight deadlines

    • Ability to ensure ongoing self development

    • Ability to work effectively both independently and as part of a team

    • Travel up to 20% of the time once it is safe to resume a customary travel schedule
