We are seeking a Software Department Manager in El Segundo, California to join a highly accomplished team with a focus on Cyber Security and Software Security. This position will be responsible for leading a team of embedded system software engineers to develop advanced trusted solutions to make the world a safer place. We are looking for individuals with strong leadership skills who can attract and develop talent as well as establish, deploy and maintain a consistent development approach to our embedded Software Security products. This leadership role reports directly to the System Integrity Director and will gain exposure to the broader Raytheon Intelligence & Space (RIS) business and all phases of the program lifecycle from proposals to development and production.

  • Management of over 125 Software engineers including a department staff of 15+ Software Section Managers / Technical Leads located in El Segundo.
  • Responsible for technical and process execution for Cyber Security, Information Assurance, and Software Security disciplines across the department’s program portfolio
  • Support new business capture by reviewing bids for any new contracts, Engineering Change Proposals (ECPs) and Rough Order Of Magnitudes (ROMs) assuring that the solution being proposed is fact / metric based, is compliant and meets the price to win.
  • Execution oversight of projects, including review and approval of the software engineering Estimates At Completes (EACs).
  • Workforce planning and the development of skilled software engineers to ensure execution success and on contract new business growth.
  • Deployment and oversight of Corporate and RIS Organizational initiatives.
  • Support career development of the engineers within the department, by conducting performance reviews of department staff; assessing / assigning performance ratings; generating / reviewing achievement awards; merit and promotion planning for his/her department.
  • Management of approved department overhead expenses including employee training, travel, relocation, morale events and computer / mobile assets.
  • Leverage new technologies, methodologies, tools and processes used in industry to ensure their department increases efficiency, software quality and keeps Raytheon competitive.
Required Skills:
  • 12+ years of experience working in the software development industry.
  • Experience leading and managing performance of a large team.
  • Working knowledge of cyber security, information assurance, and software security disciplines for embedded systems
  • Ability to manage a large group of engineers (100+).
  • Ability to manage, train and mentor department staff.
  • Strong people and “change agent” leadership skills; ability to make decisions, effectively delegate tasks and meet challenging deadlines
  • Experience working on proposals including a demonstrated ability to prepare metric / fact based cost estimates, delivery schedules, and technical solutions to meet the price to win.
  • Experience developing Basis of Estimates (BOEs).
  • Working knowledge of Earned Value Management.
  • Strong written and verbal communication skills.
  • Familiarity with Capability Maturity Model Integrated (CMMI) process standards.
  • Current in the technologies, methodologies, processes and tools used in the software industry with a demonstrated track record of deploying these on programs.
  • Existing Secret clearance with additional proprietary accesses
  • U.S. Citizenship status is required as this position will need an active U.S. security clearance as of day one of employment.
Desired Skills:
  • Certified Basis of Estimate (BOE) developer and / or Computer Science, Engineering, Math or other relevant technical discipline.
  • Experience working on a development program using an Agile / Scrum methodologies and DevSecOps pipeline concepts.
  • Experience performing/leading Risk Management Framework activities.
  • Existing DOD Top Secret and/or SCI clearance.
A Bachelor’s Degree is required. Advanced degree(s) are preferred. A STEM degree in Computer Science, Engineering, Math, or other relevant technical discipline is required.
