Subcontracts Manager

Description

L3 Technologies, Communication Systems-West (CSW) is currently seeking aSubcontracts Manager . The Subcontracts Manager is responsible for developing subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and services.

Job Duties:
  • Convert purchase requisitions to purchase orders in a timely manner to meet customer delivery requirements (includes new, repeat, and repair orders)
  • Issue Requests for Proposal & analyze supplier quotes to determine best source in terms of cost, conformance to requirements, and delivery
  • Support Bid and Proposal activities by coordinating pricing efforts with Program Managers, Hardware Cost Estimating, and other buyers; prepare and follow-up on requests for quotation/bid/proposal to help ensure a compliant and effective competitive bidding process
  • Document fair and reasonable pricing per FAR by performing cost and and/or price analysis
  • Ensure all applicable program, Company, engineering, and item-specific conformance criteria are clearly and adequately conveyed to suppliers
  • Maintain accurate PO files per FAR/DFAR requirements and internal policies and procedures
  • Write negotiation plans as required
  • Negotiate and establish multi-million dollar long-term pricing agreements with suppliers
  • Follow-up on late deliveries and expedite deliveries with suppliers as required
  • Write, Review and approve Statements of Work, and implement and track the applicable SOW flowdowns as contractual line items
  • Support Bid and Proposal activities by coordinating pricing efforts with Program Managers, Hardware Cost Estimating, and other buyers; prepare and follow-up on requests for quotation/bid/proposal to help ensure a compliant and effective competitive bidding process
  • Chair and lead business reviews, design reviews and manufacturing readiness reviews with subcontractors
  • Present regular executive level briefings on the cost and schedule performance of subcontractors to various stakeholders
  • Act as the Integrated Product Team Lead, driving completion of actions both internally across functional organizations and externally with major subcontractors
  • Ensure all applicable program, Company, engineering, and item-specific conformance criteria are clearly and adequately conveyed to suppliers
  • Support the concurrent engineering process, solve engineering issues, and implement engineering changes by acting as the primary interface between the supplier and multiple internal departments, including Design Engineering, Quality, Operations, and Program Management
  • Manage weekly subcontractor program telecons and resolve and track all open actions
  • Identify and manage risks with suppliers; develop and implement risk mitigation plans.
  • Determine root causes of supplier issues, develop, and implement supplier recovery plans.
  • Travel to subcontractor and customer locations as required
Qualifications
  • Bachelor’s degree or equivalent experience; MBA a plus
  • ISM or APICS certification or equivalent preferred
  • PMP certification or equivalent a plus
  • Good knowledge of and experience with contract law and the UCC
  • Working knowledge of EVMS and experience as a CAM a preferred
  • 10+ years experience in Supply Chain Management
  • 10+ years DOD-related experience preferred
  • Knowledge of contracting software licenses and technical agreements preferred
  • Hands-on negotiation experience
  • Advanced problem-solving experience
  • Advanced knowledge of and experience with ERP systems (SAP experience a plus)
  • Advanced knowledge of FAR/DFAR, ITAR, FCPA, and other related requirements
  • Advanced knowledge of technical requirements (MIL-SPEC, processing, etc.) and ability to read blueprints a plus
  • Experience with manufacturing processes and knowledge of product flow
  • Lean experience (Kaizen, process flow, Six Sigma, etc.) a plus

Experience in lieu of a degree will be considered.

This position may be filled at a higher grade based on the successful applicant's skills, education and experience.
