Manager II - Industrial Security
The Manager II, Contractor Program Security Officer (CSPO) is responsible for the overall establishment and management of the Security Operations management function. The position is responsible for collaborating across functions and Program Offices to understand requirements and meet business and security objectives. The Manager II is an integral part of the leadership team, working to solve complex problems and serving as a subject matter expert in the area of Security. The Manager II must interpret and utilize knowledge of government policies and procedures and must have thorough understanding of OPSEC in his/her own work and in providing guidance to direct reports. The Manager II must demonstrate leadership and flexibility to overcome challenges and operate under consultative direction. The Manager II must also have the ability to partner with customers, peers and subordinates, demonstrating leadership and flexibility.
The Manager II provides guidance and supervision to 6-8 direct report security professionals, responsible for performance management and the development and sustainment of a high functioning security team. The Manager II collaborates with peers across Security to share best practices and lessons learned. The Manager II creates and reviews Basis of Estimates (BOEs), can make decisions and provide real time input that impacts critical goals and objectives of the business. The Manager II must have experience briefing executive level officials and senior management on new and evolving government policies and procedures.
- Thorough knowledge of the NISPOM, SAP Manual 5205.7 Series, SAPNP, and ICD series security documents in order to provide reliable direction and consultation.
- Understanding of computer security requirements (RMF/JSIG).
- Proficient with the Microsoft Office Suite.
- Experience in all phases of program execution: proposal through deployment and experience in authoring/reviewing ConOps and Test Plans
- Existing Top Secret Clearance with a SSBI current within 5-years. Will be required to obtain a TS/SCI with poly.
Intellectual functioning Behaviors: This Manager II Special Access Programs candidate will need to possess advanced critical thinking and analytical skills. Though many aspects of the position are prescribed, others are not. The ideal candidate will need to evaluate and anticipate future consequences of security decisions made in concert with program objectives. This position will simultaneously require long-term strategic thinking and near-term practical execution.

Strong written and oral communication skills are a necessity. This Manager II must be able to present material to a variety of audiences, to include Raytheon senior management, government program management, and on infrequent occasions to flag level officers.
