The Budget Manager is responsible for ensuring the efficient use of a BMS division’s budget including monitoring and analyzing all spend across multiple BMS divisions and multiple P&Ls and identifying areas of investment opportunity. The role leads budget execution on behalf of the business, inclusive of heritage BMS and heritage Celgene products.

Key Responsibilities and Major Duties:

  • Lead Worldwide Hematology spend to identify areas of investment opportunity. This requires an in-depth understanding of division priorities and how and why budget funds are invested to maximize results. Ensures funds are invested vs. known priorities and identifies and recommends to leadership opportunities to shift investment as priorities change
  • Lead meetings with stakeholders individually and in teams to set budget priorities and direct budget execution. This includes reviewing the budget and providing feedback on positive and negative variances to budget, recommendations to address areas out of budget, and identification of positive and negative trends. Influences stakeholders to take actions needed to meet budget goals while maintaining positive relationships
  • Drive budget alignment for additional annual spend across other areas of the P&L (Market Research, Access, Advocacy, etc.) to ensure an accurate, holistic view of the portfolio, and identify opportunities to co-fund matrix projects or transfer funds across the P&L;
  • Collaborate with heritage BMS and heritage Celgene Finance to co-manage the P&L; ensure necessary budget changes are implemented by the Finance teams; onboard and train heritage Celgene finance and business stakeholders to SAP/RPM and OPG/SharePoint to drive integration and efficiency across operations to deliver business objectives; identify capacity concerns or operational issues and troubleshoot to close gaps;
  • Utilize specialized software (SAP/RPM, Oracle, SharePoint) to track Budget, Committed, Actuals and Business-Requested Budget; synthesize all data to deliver Executive Dashboards & Portfolio reporting to all stakeholders (including SVP level);
  • Lead annual budget planning, April and September projections
  • Structure the budget in an optimal and compliant fashion, and direct other stakeholders to follow the structure; creates RPM wbs codes and fund transfers
  • Potential direct management of 1 FTE or consulting resources to execute business objectives


  • Undergraduate degree required; advanced degree preferred
  • 4+ years of experience with budget management
  • Experience with SAP is required; preferably RPM, BW, BeX or Oracle OBIEE is a plus

Preferred Requirements:

  • Complex, medical budget management preferred
  • Experience working across multiple BMS company codes (legal entities) and hCelgene products
  • Strong Microsoft Excel user, with demonstrated ability to analyze thousands of data points
  • Superior attention to detail and accuracy and superior organization skills
  • Strong interpersonal and communication skills
  • Solid project management skills; knowledge of BMS PMF or PMI a plus
  • Basic SharePoint knowledge
  • Knowledge of Global Procurement policy BMS-SOP-3n (007146) - Purchasing​
  • Proficiency at demonstrating the Core BMS Behaviors
