Northrop Grumman Aeronautics Systems has an opening for a Project Management 3 Specialist to join our team of qualified, diverse individuals. This position can be located in either San Diego, CA or Palmdale, CA. Essential Functions: Baselining Collaborate with the Scheduler and receiving IPTs to detail plan tasks (to include discrete material) in the Integrated Master Schedule (IMS). The Work Package Manager, with assistance from the Scheduler, must ensure the schedule activities are planned in a logical sequence with interdependencies between activities to ensure the critical path can be identified to enable critical path analysis. Work with Material Cost Management (MCM) to ensure detail planning of material work packages within MPM/COBRA project management system are inputted in accordance with (IAW) Program EV requirements. Designate the EVT for each WP that provides the most objective measurement. If planning new scope and/or re-planning of current/future work is required, initiate a formal Earned Value Change Request (EVCR) Monitor and Control Provide the progress of work against the schedule. Show accomplishment dates and progress toward milestones. Forecast completion dates for all in-progress and near term tasks/activities and milestones which will be early or late as compared to originally scheduled completion dates. Review all purchase requisitions for completeness. Verify that the purchase is within the scope of the contract. Verify the material is appropriately planned within the work package. Verify the charge number. Review and approve purchase requisition, indicating agreement with procurement schedule and product specifications, i.e., that both are within control account scope. Monitor subcontractor performance by attending Supplier Management Team (SMT) meetings, performance reviews, reviewing all progress reports, and doing independent analysis of performance data provided by the subcontractor. Collaborate with Subcontract Specialists to follow up with the subcontractor on all problems and corrective actions. Variance Analysis Analyze and report significant cost and schedule variances. If cost and variance VAR thresholds have been tripped, complete the variance analysis report (VAR) within the due date provided by Business Management.  If no corrective action is planned, an explanation is still required on the VAR as to why no corrective action plan is needed. EAC Updates Based upon the analysis and corrective action plan, the work package EAC may change. If so, prepare a new ETC by WP for the ETC that has been changed. Route the ETC Analysis to Program Control and PM for approval during monthly EAC reviews. Material Forecasting Collaborate with Subcontract Specialists to develop and update material forecasting profiles IAW with monthly supplier invoicing plans. Other May be required to support EVMS Audits from NG Corporate or DCAA and contract close-out activities. Basic Qualifications: Bachelor's Degree with 6 years of business experience or Master's Degree with 4 years of business experience (10 years of business experience in lieu of a degree). Business experience shall be in supply chain management, logistics, subcontracts management, contracts management, proposal price/cost analysis, and/or strategic sourcing. Must have an active Secret DoD Clearance Ability to obtain and maintain Special Program Access Must have 6 years’ experience with EVMS Preferred Qualifications: Aerospace background Supply chain, cost mgmt. or CAMs SAP CAM Certified MS office Suite knowledge Top Secret Clearance Active Program Access IMS-- Knowledge Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results.
