Job Description

The purpose of this role is to manage the department’s project portfolio including enterprise initiatives and departmental projects. The incumbent partners with the enterprise project management function, business partners and departmental leadership to plan, prioritize, maintain, and report on the department’s entire project portfolio. Lead/coach direct reports and serve as change agent for the organization. Oversees the departmental portfolio management functions which include the development of processes, standards and policies to accurately report on the status of the projects and ensure its alignment with enterprise portfolio management. Partners with departmental leadership, the Enterprise Project Office and Finance to manage project and vendor expenses to ensure budget adherence. Oversees demand and capacity forecasting, management, issue identification and resolution.

Strategically oversee managing and leveraging the entire life cycle of initiatives within the portfolio.

• Partner with business area portfolio owners to understand portfolio priorities and relevance to the business and technology.

• Facilitate the portfolio management processes (intake, discovery and approval) with departmental stakeholders

• Capture the business area demands and assist in prioritization of demand for the proposed opportunities.

• Collect and generate the performance metrics for business outcomes and overall portfolio performance.

• Actively engage internal and external stakeholders in the portfolio development, prioritization, and execution.

• Effectively (concisely and with accuracy) communicate problems, issues, risks, solutions, etc. both via written and oral methods to appropriate stakeholders and leadership.

Support department-wide project and program execution

• Assess portfolio risks by evaluating delivery performance, available resources, benefits and budget.

• Develop, manage and present tools/documents needed to educate Value Stream Managers (VSMs) regarding strategic portfolio management functions as they relate to programs and projects.

• Facilitate and manage ongoing portfolio planning processes

• Participate in enterprise-level committees or working groups in the administration of regular portfolio review sessions and serve as subject matter expert for departmental project/program portfolios.

• Respond to any executive level requests regarding strategic portfolio management.

• Develop executive level presentations and present when necessary.

Develop and manage:

• Strong intake process/tools

• Comprehensive discovery

• Relevant and appropriate change request processes

Lead and oversee functions related to the monitoring and reporting of department-wide project portfolio.  This includes acting as a strategic liaison between executives/employees as well as between strategic initiatives.

• Proactively analyze portfolio data and report/respond to any issues that could lead to an imbalanced portfolio.  Identify contingencies and communicate to project/program owners.

• Manage requests for project/program changes that impact the projects, programs, or the overall portfolio.  Make appropriate decisions and escalate when necessary.

• Enforce the processes and methodologies necessary to ensure portfolio data is correct in order to properly manage and report on portfolio status including:

o Demand forecast (level of effort)

o Resource utilization

o Budget

Ensure that portfolio management function is aligned with enterprise portfolio, project delivery and any other departments/processes that impact internal project-related investments.

• Educate and advocate for strong project/program/ portfolio management tools and processes.

• Develop, implement and measure the methodologies/tools necessary for Strategic Project Portfolio Management within the department including:

o Intake

o Discovery

o Change request and management

o Program development

o Enterprise-level committee alignment and support

• Conduct root-cause analysis on process defects that could lead to incorrect data used during portfolio balancing.

Manage Portfolio Analyst(s) to ensure the adherence to both the processes and the intent of the processes.

• Coach, mentor, manage, educate and develop skill sets of Portfolio Analyst(s)

• Align department tasks with Division and Enterprise goals and strategies.

Hiring Requirements

• Bachelor’s degree and 6 years experience in project/program/portfolio management. 

• Or, Master’s degree and 4 years experience in project/program/portfolio management.

• If no degree, 8 years experience in project/program/portfolio management.

• Proven analytical experience (i.e. healthcare, business outcomes, or financial analysis) is required. 

• Four years of leadership experience

Hiring Preferences

• Master’s degree in Business Administration, Finance, or Healthcare

• Background/knowledge of application development is preferred.

• Experience with projects/programs with total value greater than $10M.

• Business process reengineering skills.

• Experience with Planview or similar portfolio management tool.

• Experience in an environment utilizing COBIT.

• Knowledge of health insurance and the healthcare industry

• Excellent PC skills (e.g. MS Word, Excel, and Access).

• Expertise in setting and managing customer expectations.

• Skill in conceptualizing creative solutions, documenting them and presenting/selling them to senior management.

• Strong knowledge and understanding of business needs with the ability to establish and maintain a high level of customer trust and confidence.

• Demonstrated ability to lead and motivate staff to apply skills and techniques to solve dynamic problems.

• Excellent oral and written communication skills as well as ability to present and explain information in a way that establishes rapport, persuades others and gains understanding.

• Proven ability to work independently.

• Strong teamwork and interpersonal skills.

• Excellent influencing and consultative skills and the ability to proactively identify and resolve issues and opportunities.

• Project Management Professional (PMP) certification
