Job Description

The Director – Global Tax Policy, Global Government Affairs, will play a leading role developing and supporting public policy strategies that protect and improve Visa’s overall tax position in jurisdictions around the world. The position sits within Visa’s Policy Advisory group of the Global Government Affairs team and will require close collaboration with colleagues across the government affairs, legal, regulatory and global tax functions to help advance Visa’s tax policy priorities before foreign governments and international organizations. In particular, the role will serve as a subject matter expert and resource for colleagues in market and global headquarters on global tax policy, including topics such as base erosion and profit shifting (BEPS), foreign income and value-added taxes, and digital services taxes. The position will report to the Vice President, Policy Advisory, Global Government Affairs.

Position requirements:

  • Monitor and track global tax policies, trends and negotiations – including proposals, regulations and initiatives developed by national authorities and, or under international organizations (such as the OECD and United Nations) – to determine possible effects on Visa’s business and priorities and those of its clients. This remit includes traditional direct and indirect taxes as well as emerging forms of taxation directed at the digital economy (e.g., digital services taxes, Value Added Taxes and Significant Economic Presence taxes).
  • Work closely and effectively with colleagues across Global Government Affairs, legal, regulatory and global tax functions to provide support and coordination on Visa’s tax priorities. Coordinate across multiple internal functions including Investor Relations, Finance, Tax, and Communications on public country-by-country reports.
  • Be a highly-skilled tax policy professional, drawing on experience in corporate cross-border tax issues to advise executives on the implications of global tax policies and negotiations for Visa, its clients and the global payments industry.
  • Support Visa’s regional and local engagement on tax policy matters, including with international organizations.
  • Combine rigorous analytical skill in tax policy with strong communication skills to easily translate complex concepts between tax practitioners to policymakers with varied levels of sophistication.
  • Demonstrate a deep understanding of the financial services and technology sectors, with particular knowledge of the payments industry a plus.
  • Help shape the company’s strategies and external engagement with third-party organizations, policymakers, and influencers in support of the company’s tax policy agenda.
  • Develop collateral and supporting materials on Visa’s tax policy priorities, provide analysis on tax policies that could impact Visa, coordinate with relevant trade associations, third party organizations, and consultants to monitor developments on critical tax issues, and support our executive engagement through the preparation of briefing documents, talking points, and other collateral materials.
  • The successful candidate will be a self-starter with extraordinary organizational and writing skills, comfortable covering multiple assignments in different regions at once, and capable of quickly and efficiently producing high-quality deliverables on a timely, and often daily basis. They should have experience working on tax policy issues in government or in the tax/financial services sector.

This is a hybrid position. Expectation of days in the office will be confirmed by your Hiring Manager.


Qualifications

Basic Qualifications:

  • 10 or more years of work experience with a Bachelor’s Degree or at least 8 years of work experience with an Advanced Degree (e.g. Masters/ MBA/JD/MD) or at least 3 years of work experience with a PhD

Preferred Qualifications:

  • 12 or more years of work experience with a Bachelor’s Degree or 8-10 years of experience with an Advanced Degree (e.g. Masters, MBA, JD, MD) or 6+ years of work experience with a PhD
  • 12+ years of relevant experience with – and a keen understanding of – legislative, regulatory and tax-policy related processes, including processes outside the United States. Experience working on financial services and digital tax matters in both the private and public sector is strongly preferred.
  • Bachelors required with advanced degree(s) preferred Strong technical knowledge of direct and indirect taxes as well as emerging taxes directed at the digital economy.
  • In-depth knowledge of global frameworks and institutions that influence the development of global tax policy.
  • Extensive network of professional contacts in the government and tax space.
  • Significant experience preparing and staffing senior government or business leaders to interact in public and private settings on high level engagements.
  • Excellent written, oral, and interpersonal communications skills, including public speaking roles on behalf of a company, government, organization.
  • Advanced ability to research and analyze complex policy issues and convey those subjects to audiences of varied sophistication.
  • Experience managing and working with external consultants and legal counsel on sensitive business matters.
  • Superior time-management skills with respect to setting priorities and managing multiple workflows against tight deadlines.
  • Outstanding professional poise and maturity when interacting with internal or external colleagues at every level.
  • History of good judgment regarding information, which may be confidential or material non-public.
  • Strong appreciation for nuance and demonstrated political acumen.
  • Proven track record of consistently productive collaboration with diverse colleagues in a highly-matrixed work environment.
  • Self-starter with proven ability to achieve results.
  • Advanced proficiency in Microsoft Office (Excel, PowerPoint, Word) and SharePoint and demonstrated strength in developing complex PowerPoint presentations.

Additional Information

Work Hours: Varies upon the needs of the department.

Travel Requirements: This position requires travel 5-10% of the time.

Mental/Physical Requirements: This position will be performed in an office setting.  The position will require the incumbent to sit and stand at a desk, communicate in person and by telephone, frequently operate standard office equipment, such as telephones and computers.

U.S. APPLICANTS ONLY: The estimated salary range for this position is 173,100.00 to 276,800.00 USD per year, which may include potential sales incentive payments (if applicable). Salary may vary depending on job-related factors which may include knowledge, skills, experience, and location. In addition, this position may be eligible for bonus and equity. Visa has a comprehensive benefits package for which this position may be eligible that includes Medical, Dental, Vision, 401 (k), FSA/HSA, Life Insurance, Paid Time Off, and Wellness Program.
