Job Description

Purpose: The Portfolio Management Office (PMO) Manager drives the site’s project management process and governance. He/she will ensure that all projects are executed to a defined standard throughout the site. The PMO manager will be in charge of coordinating, quantifying and prioritizing all projects according to portfolio management principles, while ensuring full transparency of the entire project portfolio.

The PMO manager will also support delivery of projects, either directly managing high impact cross-functional projects or by supporting Project Managers (PMs) towards excellence in project delivery.

Major Responsibilities

PMO

  • Build and implement PMO standards and workflows. Ensure that projects are managed according to the defined standards.
  • Build and implement PM tools and templates to support project delivery. Ensure that tools are scalable and adaptable to different stakeholder needs.
  • Set up system to quantify projects in a standard manner. Facilitate discussions with stakeholders to achieve a prioritized portfolio using this system.
  • Set up system to measure and track project demands.
  • Continuously refine and improve on the PM tools, templates and standards.
  • Support roll-out of processes including training and course-correction.
  • Review the site’s project portfolio with stakeholders.
  • Escalate risk and issues for resolution at the site level or at other appropriate levels as necessary.
  • Upskill PMs from other departments with the relevant project management skillsets.
  • Actively support PMs to scope out required fundings and ROIs on their projects.
  • Align on best practices with PMs or PMOs from other sites and harmonize workflows as necessary.
  • Share project successes at site and at company level.

Project Delivery

  • Support and directly manage cross-functional projects associated with business or cost improvements.
  • Directly or indirectly manage a team of centralized PMs working on key site projects. Ensure that these PMs achieve excellence in project coordination, delivery and stakeholder engagement.

Qualifications

  • Bachelor’s Degree or higher in a Science or Engineering discipline.
  • 7+ years’ experience in project management and 2+ years’ experience in portfolio management.
  • PMP certification is a plus.

  • Excellent organizational and project management skills.

  • Strong ability to identify, manage and resolve risks proactively and independently.
  • Ability to interpret tactical information and translate into strategy for upper management to review.
  • Ability to work in a highly dynamic and changing environment.
  • Proficient in utilizing PM and PMO tools, and ability to create and implement new tools or workflows.
  • Strong ability to facilitate cross-functional dialogue and manage conflicting demands.
  • Experience with change management practices and tools.
  • Financial acumen with experience in budgeting and cost management.
  • Advanced analytical and decisive problem-solving
  • Proficient in leading and coordinating cross-functional teams.
  • Strong ability in influencing peers in other organizations and senior management.
