Role Overview
The C14 Senior Vice President (SVP), Holdings Centralized Operations Support Manager, is a senior-level position responsible for leading and managing a team of at least 10 people. This role drives the administrative activities of the Holdings Operations and Technology organization. Holdings Operations includes in-country teams in multiple countries as well as a centralized operations hub (CSIPL), with Holdings Technology supported across multiple locations including Singapore and Poland, providing application management and production support for the Holdings markets. Holdings mandate is to effectively support and wind down residual obligations and activities from Wind-down, divested and liquidated Legacy Franchises businesses. Residual obligations include reputational, contractual, and regulatory items that remain post-divestiture or wind-down.
The incumbent will establish and maintain a strong control framework for Holdings Operations and Technology, champion operational excellence, and ensure compliance with regulatory standards. A key requirement will be the centralization of common activities from various locations, mandated via enterprise-wide programs (such as third-party management, records management) to enhance efficiency and control.
Key Responsibilities
Team Leadership & Management: Lead, mentor, and manage a team of at least 10 direct reports, fostering a high-performance culture and ensuring effective delivery of team objectives.
Strategic Operations & Process Enhancement: Design and implement strategies and processes that drive continuous improvement, enhance efficiency through digitization, and reduce control risk, creating durability consistent with residual obligations and activities.
Records Management Oversight (RMO & RMPL): Oversee the Records Management process across countries, ensuring governance and compliance with the Records Management Policy and Standard. This includes potentially holding RMO or RMPL roles and working with Global RMPL to meet obligations.
Data Privacy & Regulatory Compliance: Drive Data Privacy and General Data Protection Regulation (GDPR) compliance initiatives and monitor residual obligations to ensure adherence to regulatory requirements and internal policies.
Third-Party Vendor Management: Manage Business Activity Owner (BAO) responsibilities for vendors and oversee Intercompany Service Agreement (ICSA) management. Ensure the adoption of Citi's Records Management Policy and Standards by third parties.
Residual Obligation tracking: Monitor and track residual obligations across all global holdings markets, driving on time conclusion of obligations and identification of opportunities to expediate the completion.
Legal Entity Support: Provide support for legal entity requirements related to records and data management.
Change Management Leadership: Provide leadership for change management work efforts, projects, and programs for recently completed divestitures. This includes overseeing Business-Critical Milestone reporting and other Project Tracking System (PTS) reporting processes for quality, efficiency, and accuracy.
Technology & Process Simplification: Collaborate with Technology leadership to identify and implement process simplification opportunities using digital tools, with a focus on reducing manual touchpoints.
Stakeholder Management: Build, maintain, and manage extensive relationships with key stakeholders across various regions, businesses, and functions, both internal and external (including senior management, regulators, and third-party partners). Drive consensus and collaboration to achieve shared goals and resolve complex issues.
Centralization of Activities: Drive the centralization of operational activities from various dispersed locations into the centralized operations hub, optimizing processes, reducing redundancies, and strengthening control.
Financial Planning & Expense Management: Centrally coordinate the department's expense and headcount management processes. Manage the department's financial planning (Forecast, Outlook, and Plan) for Full-Time Equivalent (FTE) expense, ensuring budget adherence and adequate resource coverage.
Bank Account management: Accountable to centrally maintain the 40+ Citi owned bank accounts held across all markets, working closely with Banking Network Management to maintain compliance with Citi standards, including signatory documentation and annual attestation.
Financial accounting and reporting: Centrally manage the financial reserves maintained across Holdings, notably for Travelers’ checks, uncashed checks and other liabilities. Work with Finance partners and Accounting Policy to ensure reserves are adequate with appropriate documentary evidence and approvals. Coordinate and execute regular placement of funds/money markets to maximize interest earnings.
Internal & Regulatory Reporting: Prepare and articulate current and forecast views on activities related to FTE and Non-Compensation expense. Ensure internal service providers provide appropriate tracking and reporting to meet internal or external requirements. Support regional divestiture operations on reviews and audits from second and third Lines of Defense (LODs) and regulators.
Control Framework & Risk Mitigation: Establish and maintain a strong control framework, including quality assurance, issues management, CAP management, and continuity of business planning. Provide effective operational risk management oversight and ensure timely identification and resolution of corrective actions.
Issue Resolution & Lessons Learned: Establish and manage an effective process to escalate and socialize material risk events and issues, maintaining an escalation register, conducting root cause analysis, trending, and incorporating lessons learned into future processes.
Qualifications
14+ years of relevant experience, with a minimum of five years in Operations or Controls Management-related roles.
Proven experience in leading and managing teams, preferably with at least 10 direct reports.
In-depth knowledge of the Citi Risk & Controls framework.
Strong risk-based thinking and analytical mindset.
Exceptional ability to successfully manage relationships across multiple functions and execute against collective goals.
Highly proactive, self-starter with the ability to work independently.
Consistently demonstrates clear, concise, and persuasive written and verbal communication skills.
Adept at managing complex and varied issues with significant cross-departmental impact.
Proficient in Microsoft Office applications (Word, Excel, PowerPoint).
Education:
Bachelor’s degree/University degree or equivalent experience
