The Director, U.S. Policy – Medicare & IRA Policy Strategy is a senior policy role responsible for driving AbbVie's strategy related to the Inflation Reduction Act (IRA) and Medicare programs, including Parts B and D. This is a highly strategic position for a seasoned policy executive with deep expertise in federal drug pricing and Medicare policy, and a demonstrated track record of shaping policy outcomes — whether from within the federal government, the biopharmaceutical industry, or both.
The Director will serve as a key internal authority on IRA and Medicare policy, providing senior leaders with the strategic intelligence and policy foresight needed to navigate an increasingly complex and consequential federal policy landscape. This role goes beyond monitoring and analysis — the Director will architect AbbVie's positions, lead external engagement with senior policymakers and regulators, and drive coordinated advocacy strategies that advance AbbVie's priorities on drug pricing, reimbursement, and patient access.
This is a role for a policy leader who can operate at high level of internal and external engagement, bring authoritative expertise to complex and fast-moving policy debates, and translate that expertise into strategy that directly shapes AbbVie's business trajectory.
Key Responsibilities
- Shape AbbVie's enterprise policy strategy on Medicare and the Inflation Reduction Act — from drug price negotiation and inflation rebates to Part D redesign and its evolving implementation.
- Serve as the senior strategic advisor to AbbVie leadership on IRA and Medicare policy, providing forward-looking analysis, scenario planning, and strategic recommendations that inform both advocacy priorities and enterprise business decisions.
- Identify and assess emerging policy risks and opportunities across the federal landscape — including legislative, regulatory, administrative, and judicial developments — and develop proactive strategies to advance AbbVie's interests.
- Evaluate the business, portfolio, and patient access implications of policy developments, translating insights into actionable guidance for senior leadership and cross-functional stakeholders.
- Inform enterprise and portfolio planning by anticipating the downstream effects of IRA implementation and evolving Medicare policy on AbbVie's pipeline and commercial strategies.
- Drive cross-functional alignment across Government Affairs, Market Access, Pricing, Legal, Commercial, and Finance teams, ensuring AbbVie's IRA and Medicare policy positions are integrated into broader enterprise strategy.
- Help lead AbbVie's external engagement with senior federal policymakers, congressional leadership and staff, CMS, HHS, and other relevant agencies on issues related to Medicare and drug pricing reform.
- Cultivate and leverage a high-level network of relationships across government, industry, and the policy community — including think tanks, patient advocacy organizations, and academic experts — to advance AbbVie's policy positions and build a credible external voice.
- Represent AbbVie at senior-level policy forums, congressional briefings, and regulatory engagements as an authoritative and credible spokesperson on Medicare and drug pricing policy.
- Lead the development of high-quality, senior-audience policy materials — including white papers, legislative concepts, regulatory comment letters, executive briefings, and stakeholder communications — that clearly articulate AbbVie's positions and advance its advocacy agenda.
- Develop and maintain policy narratives and messaging frameworks that can be deployed across diverse internal and external audiences, ensuring consistency and strategic coherence.
- 12+ years of experience in health policy, government affairs, or a related field, with a record of operating in senior or highly influential roles.
- Recognized expertise in Medicare Parts B and D policy and federal drug pricing reform, including deep knowledge of the Inflation Reduction Act and its ongoing implementation.
- Significant experience in the federal government (CMS, HHS, Congress, or related), the biopharmaceutical industry, or both — with a demonstrated ability to shape policy outcomes at the federal level.
- High-level relationships across government, industry, and the policy community, including with senior officials, congressional staff, think tanks, and industry peers.
- Proven ability to develop and execute sophisticated policy strategies that integrate political, regulatory, and business considerations.
- Exceptional executive presence with the ability to engage credibly at the most senior levels of internal leadership and external government and industry audiences.
- Demonstrated ability to analyze complex legislative and regulatory developments and translate them into clear strategic insights and enterprise recommendations.
- Excellent written and verbal communication skills, including experience preparing and delivering executive-level policy materials.
- Ability to lead through influence across a highly matrixed organization and mobilize cross-functional alignment around shared priorities.
- Domestic travel up to approximately 20%.

Individual compensation paid within this range will depend on many factors including geographic location, and we may ultimately pay more or less than the posted range.
