Job Description

AbbVie is seeking a strategic and analytical expert for the role of Director, U.S. Policy Research (depending on candidate’s experience), within the U.S. Policy & Analytics team. This position is responsible for leading robust federal and state budget and economic impact analyses, engaging in external policy discussions, and fostering internal alignment on critical business and policy assumptions. The ideal candidate will have deep expertise in health policy, data analysis, economics, and legislative scoring. This role will be critical to inform AbbVie’s policy positions and support the enterprise focus on fostering innovation and patient access. The position is responsible for successfully managing effective relationships with relevant government agencies and government budget offices.

Key Responsibilities:

  • Serve as a subject matter expert on federal and state budgetary and economic issues within AbbVie, providing guidance across relevant policy and strategy discussions.
  • Develop and deliver budget impact models and CBO-style cost estimates for proposed federal and state legislation and/or policies affecting AbbVie.
  • Prepare, review, and interpret state fiscal notes associated with legislative proposals, translating budgetary impacts into clear, actionable insights.
  • Create educational resources for policy briefings to inform Hill staff and external stakeholders.
  • Engage externally and manage relationships with key stakeholders (e.g., Federal and State Budget Committees) in meetings to discuss assumptions and data, deliver transparent and compelling analysis, and communicate findings and recommendations clearly.
  • Collaborate with Government Affairs, Legal, and Commercial teams to develop, refine, and prioritize policy proposals and solutions that address government cost considerations and stakeholder interests.
  • Ensure alignment of business objectives, policy strategies, and fiscal impact across key internal stakeholders to support enterprise goals.
  • Perform additional duties and projects, as assigned.

 

 

 

 


Qualifications

  • Advanced degree (MPH, MPA, MPP, PhD, or equivalent) in public health, public policy, health economics, finance, or a related field.
  • 8+ years’ experience in health policy analysis, legislative scoring, and/or healthcare research at the federal and state levels; government experience is preferred and Congressional Budget Office (CBO) experience highly regarded.
  • Demonstrated experience conducting cost-benefit analyses of healthcare policies to inform legislative scoring, budget impact modeling, and policy decision-making.
  • Familiarity with CBO/OMB budget scoring, actuarial analysis, and analysis of fiscal notes.
  • Experience managing and analyzing large health datasets (e.g., Medicare Current Beneficiary Survey, Medical Expenditure Panel Survey, claims data).
  • Advanced proficiency in Microsoft Excel and PowerPoint; experience with data analytics tools required.
  • Deep understanding of the U.S. and state health policy landscape (HHS) including drug reimbursement and coverage mechanisms as well as federal and state legislative processes (Congress and fiscal notes).
  • Strong analytical and communication skills, with the ability to distill complex data into actionable insights.
