If so, the Operations Manager role supporting the Government & Public Services (GPS) Office of the Chief Operating Officer (OCOO) could be a great fit.

Work You Will Do

The Operations Manager will enable leadership priorities through structured planning, disciplined execution, and executive-ready communications. This role helps translate strategic objectives into coordinated workstreams, drives operating cadence and accountability across stakeholders, and produces high-quality written and visual materials to support decision-making and leadership alignment. On any given assignment, the Operations Manager may be responsible for the following activities:
  • Strategic-to-Operational Execution: Translate priorities into clear workplans (scope, milestones, owners, timelines, dependencies) and drive delivery through a team and matrixed contributors.
  • Operating Rhythm and Governance: Establish and manage recurring cadences (weekly priorities, leadership readouts, action tracking, decision logs) to maintain momentum, visibility, and follow-through.
  • Program / Project Management: Lead multiple initiatives simultaneously across varying complexity and stakeholder groups; proactively manage risks, issues, and dependencies; surface tradeoffs and escalation points early.
  • Stakeholder Alignment and Collaboration: Coordinate across GPS leaders and enabling functions to gather inputs, align on decisions, resolve conflicts, and ensure consistent messaging and execution.
  • Executive Communications & Presentations:
    • Draft crisp leadership communications (emails, talking points, briefings, meeting agendas and readouts).
    • Storyboard and structure narratives for executive audiences, turning complex inputs into clear "what/so-what/now-what" messages.
    • Develop high-impact presentations with strong information hierarchy, clean visuals, and concise headlines; iterate quickly based on feedback while maintaining quality.
  • Performance Insights and Financial Enablement: Support reporting and performance visibility (e.g., KPIs, capacity, budget/forecast inputs as applicable), synthesizing trends into actionable insights for leadership.

The Team

The OCOO is a dynamic, fast-paced team that helps drive and deliver on top GPS priorities. The OCOO supports the GPS Chief Operations Officer (COO), who oversees GPS operations-providing end-to-end finance and operational support across the GPS business. Working at the center of the action, the OCOO connects stakeholders, drives execution against key initiatives, and helps ensure GPS has the operational foundation to perform and grow.

Qualifications

Required:
  • Bachelor's degree.
  • 5+ years demonstrated success in operations management, program/project management, or a comparable role in a complex, matrixed environment.
  • 5+ years of execution leadership experience, including the ability to create actionable plans, mobilize contributors, manage to milestones, and deliver outcomes amid shifting priorities.
  • 5+ years of experience delivering exceptional executive communications and presentations, including:
    • Synthesizing ambiguous or complex topics into clear, executive-ready messages.
    • Developing and storyboarding executive-level presentations-crafting logical storylines, persuasive structure, and polished decks under time constraints.
    • Confidently facilitating discussions and incorporating feedback into stronger outputs.
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
  • Ability to travel 25%, on average, based on the work you do and the initiatives you support.

Preferred:
  • Experience supporting senior leadership in an operations, strategy execution, or business management capacity.
  • Proven ability to build alignment and drive decisions across teams without direct authority; navigate competing viewpoints and bring issues to closure.
  • Ability to operate autonomously with high discretion; prioritize effectively and anticipate needs proactively.
  • Demonstrated strength in managing multiple concurrent workstreams with varied stakeholders, timelines, and complexity-while maintaining quality and responsiveness.
  • Financial background, including experience in financial planning and analysis, budgeting, forecasting, business case development, or performance management / reporting.
  • Familiarity with the GPS operating environment and cross-functional Enterprise Solutions teams (e.g., Finance, Contracts, Talent, Risk, Technology)


The wage range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. At Deloitte, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $102,800 to $171,300.

You may also be eligible to participate in a discretionary annual incentive program, subject to the rules governing the program, whereby an award, if any, depends on various factors, including, without limitation, individual and organizational performance.
