The Applications Development Technology Lead Analyst is a senior level position responsible for establishing and implementing new or revised application systems and programs in coordination with the Technology team. The overall objective of this role is to lead applications systems analysis and programming activities.
Responsibilities:
- Partner with multiple management teams to ensure appropriate integration of functions to meet goals as well as identify and define necessary system enhancements to deploy new products and process improvements
- Resolve variety of high impact problems/projects through in-depth evaluation of complex business processes, system processes, and industry standards
- Provide expertise in area and advanced knowledge of applications programming and ensure application design adheres to the overall architecture blueprint
- Utilize advanced knowledge of system flow and develop standards for coding, testing, debugging, and implementation
- Develop comprehensive knowledge of how areas of business, such as architecture and infrastructure, integrate to accomplish business goals
- Provide in-depth analysis with interpretive thinking to define issues and develop innovative solutions
- Serve as advisor or coach to mid-level developers and analysts, allocating work as necessary
- Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.
We are seeking a seasoned Tech Lead to drive the design and delivery of enterprise-grade data solutions while building and owning proprietary frameworks that align with the firm’s strategic vision. The role requires strong technical depth, leadership maturity, and a clear focus on reducing reliance on third-party tools and vendors through in-house accelerators, reusable components, and standardized frameworks.
The successful candidate will leverage deep institutional knowledge of the firm, demonstrate adaptability to AI-enabled productivity tools, and contribute beyond core delivery through horizontal leadership roles.
Key Responsibilities
Proprietary Framework Design & Ownership- Design, implement, and evolve proprietary data engineering frameworks that are reusable, scalable, and aligned to firm-wide standards.
- Reduce third-party tool and vendor dependency by introducing in-house solutions, accelerators, and common services.
- Establish framework governance including versioning, documentation, extensibility, and adoption guidelines.
- Ensure frameworks are compliant with security, regulatory, and data governance requirements.
- Lead solution architecture and design using Talend, IBM DataStage, and complementary in-house frameworks.
- Drive data modelling and platform optimization across Oracle and MongoDB ecosystems.
- Provide architectural direction and hands-on guidance using Python for orchestration, automation, and data processing.
- Review designs and code to ensure standardization, reusability, long-term maintainability to accentuate Engineering Excellence.
- Champion engineering best practices to improve performance, resiliency, and cost efficiency.
- Support multi-cycle delivery models including iterative releases and Release-on-Demand.
- Partner with QA and platform teams to embed quality and automation into proprietary frameworks.
- Actively adopt and promote AI-based tools like Co-pilot & Devin introduced within the firm to improve development velocity and quality.
- Integrate AI-assisted development and testing capabilities into proprietary frameworks where appropriate.
- Act as a trusted technical advisor to business and technology stakeholders.
- Take on horizontal responsibilities across platforms, programs, or strategic initiatives.
- Mentor teams on framework usage, architecture standards, and modern data engineering practices.
- Leverage firm experience to uphold and propagate institutional standards, delivery discipline, and architectural vision.
- Demonstrate leadership behaviors aligned to the firm’s long-term strategy and technology roadmap.
- Proactively identify opportunities to strengthen internal capabilities and reduce vendor lock-in.
- 11–14 years of experience in Data Warehousing / Data Engineering
- Proven experience designing enterprise frameworks or accelerators
- Strong expertise in Talend, IBM DataStage, Python Based Data Engineering
- Advanced experience with Oracle and working knowledge of MongoDB
- Strong Python solution design and development skills
- Experience reducing vendor tool dependency through in-house platforms or tooling
- Markets & Settlement Operations Tech experience
- Exposure to cloud-native or hybrid architectures
- Familiarity with data governance, lineage, and regulatory controls
- Strategic thinker with strong execution mindset
- Ownership-driven and long-term oriented

- Strong mentoring and influencing skills
Education:
- Bachelor’s degree/University degree or equivalent experience
- Master’s degree preferred
