Work You'll Do
  • The Senior Project Manager leads delivery of a large-scale State Medicaid Fee-for-Service (FFS) technology program ensuring operational stability while executing modernization across MMIS (Medicaid Management Information System) and related programs.
  • This role owns end-to-end program execution-governance, schedule, budget, quality, risk, and stakeholder alignment-across multi-year initiatives and cross-functional teams.
  • Lead end-to-end delivery of a large State Medicaid Fee-for-Service (FFS) MMIS program, owning integrated plan, scope, schedule, quality, release/cutover, and operational stability.
  • Run governance and stakeholder engagement with State leadership, vendors, and internal executives; drive decisions, transparency, and escalation/resolution of issues.
  • Own program financials and controls (budgeting/forecasting, burn tracking, change control, cost-to-complete) for large, multi-year programs.
  • Drive modernization while reducing technical debt by building and executing a roadmap that improves capabilities without compromising production stability.
  • Lead platform and ecosystem modernization across hybrid multi-cloud and mainframe (z/OS) patterns, including secure multi-/single-tenant approaches and z/OS-cloud integration.
  • Build and lead high-performing cross-functional teams (40+), standardizing delivery playbooks and ensuring consistent execution across workstreams.

Qualifications

Required:
  • Bachelor's degree.
  • Limited immigration sponsorship may be available.
  • 8+ years supporting or leading delivery of State Medicaid Fee-for-Service (FFS) technology initiatives, including MMIS (Medicaid Management Information System) and related modules (e.g., claims, provider, member, pharmacy, encounters).
  • 10+ years in program/project management for large technology programs, including integrated master planning, dependency management, release planning, and cutover/go-live execution.
  • 7+ years owning program financials for multi-year initiatives: budgeting/forecasting, burn tracking, cost-to-complete, and formal change control.
  • 5+ years engaging in technology modernization spanning hybrid cloud and mainframe (z/OS) ecosystems, including at least one of: z/OS-cloud integration, API enablement, data integration, or modernization patterns that reduce technical debt while maintaining production stability.
  • Ability to travel 10-25%, on average, based on the work you do and the clients and industries/sectors you serve.
  • Ability to work onsite 100% of the time in Sacramento, CA.

Preferred:
  • Master's Degree preferred.
  • PMP professional certification preferred.
  • IBM Z/OS Mainframe certification/badge.

For individuals assigned and/or hired to work in Sacramento, CA, Deloitte is required by law to include a reasonable estimate of the compensation range for this role. This compensation range is specific to Sacramento and takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. At Deloitte, it is not typical for an individual to be hired at or

near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $175,700 to $292,900.

You may also be eligible to participate in a discretionary annual incentive program, subject to the rules governing the program, whereby an award, if any, depends on various factors, including, without limitation, individual and organizational performance.
