Job Details

The Legal Counsel is an intermediate level position responsible for providing legal counsel and support to the Democratic Republic of Congo (Congo). The overall objective of this role is to provide legal advice, and guidance across a broad range of practice areas, with respect to the local laws and regulations of Congo, and to provide support on litigations management under the responsibility of the Congo Country Counsel, Central Africa Sub-Cluster Corporate Governance.

This role is responsible for providing guidance, legal advice and support on Citi's businesses/functions in Congo and for managing litigations in coordination with Country Counsel Central, Africa Sub-Cluster Corporate Governance. This role requires thorough understanding of the business needs and expectations, combined with a solid conceptual/practical grounding in the laws and regulations of Congo. Provides input into strategic decisions, exercising sound legal judgement to develop proactive, risk-appropriate, and commercially practical business-oriented solutions.

Responsibilities:

  • In coordination with the Country Counsel, providing legal advice to Country Business Management on legal, control function and regulatory matters associated with Citi’s business activities.
  • Developing a broad understanding of Citi’s businesses in Congo and of the major legal risks facing in those businesses.
  • Supporting efforts to ensure key legal and regulatory developments that may impact or otherwise be relevant to Citi’s businesses in the country, including those involving other financial institutions, are appropriately monitored and that country management is apprised of significant developments.
  • Providing support and contributions to the day-to-day execution of legal activities as a subject matter expert in area of responsibility and provide advisory services to business partners.
  • Demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating.
  • Assisting with the monitoring of litigation matters and preparation of various litigation reports/disclosures and coordinating litigation spend and budgets.
  • Providing support in relation to governance processes and internal audit reviews.
  • Facilitating with e-discovery, legal holds, legal reserves and settlement payments processes.
  • Supporting the monitoring, assessment, and analysis of legal documentation and case related.
  • Identifying inconsistencies in data, define underlying business issues, and providing well informed recommendations on policies, procedures or practices.
  • Interpreting relevant legal data or documentation and advise on appropriate course of action.
  • Managing varied work requests from multiple internal sources and external sources as well, that may be high in volume, complex in character and have tight deadlines.

Qualifications:

  • 5-8 years of relevant industry experience, preferably in financial services
  • Excellent leadership, interpersonal, organizational and relationship management skills
  • Excellent command of French and English
  • Proven ability to manage multiple assignments simultaneously in a demanding, fast-paced environment
  • Comprehensive knowledge of banking and business laws and practices while staying abreast of regulatory and legal environment, internal policies and industry trends that impact the business
  • Effective communication and negotiation skills and ability to maintain trusted relationships
