Firm Risk Management
Firm Risk Management (FRM) supports Morgan Stanley to achieve its business goals by partnering with business units across the Firm to realize efficient risk-adjusted returns, acting as a strategic advisor to the Board and protecting the Firm from exposure to losses as a result of credit, market, liquidity, operational, model and other risks.
Background on the Position
The role will reside within the Firm Risk Management's Liquidity Risk Department which is a team dedicated to providing independent oversight of the Firm's business activities, serving as a second line of defense to ensure that the size and composition of the Firm's liquidity resources are adequate in amount and quality. The Liquidity Risk Department reports to the Chief Risk Officer and is responsible for independent oversight and monitoring of the Firm's overall trading, funding, financing and banking businesses, liquidity risk limit setting, risk assessment and analysis, and management and regulatory reporting, including adherence to relevant regulatory requirements. The role holder will lead a team in Frankfurt covering the German broker dealer, with support from personnel in our Budapest and Mumbai global service centres, and interact closely with teams in London, New York and Asia. The role reports to the legal entity CRO in Frankfurt as well as the EMEA Head of Liquidity Risk Department in London.
Primary Responsibilities
- Oversight of and involvement in the day-to-day liquidity risk management activities, including internal and regulatory governance and control frameworks
- Advising on oversight of Liquidity Risk arising from EMEA business activities including risk identification, monitoring, management, and EMEA regulatory and internal liquidity stress testing
- Ownership of the legal entity limit framework ensuring appropriateness in light of risk appetite, new trades, businesses and market conditions
- Oversight of and involvement in regulatory exercises including ILAAP (Internal Liquidity Adequacy Assessment Process) and RRP (Recovery and Resolution Planning) and interpretation of liquidity regulation
- Understanding business drivers of liquidity risk including advising Senior Management as appropriate on significant risk transactions
- Oversight of the framework for managing and controlling Interest Rate Risk in the Banking Book
- Oversight of projects to investigate and improve the risk representation of the Firm's liquidity risk, contingency funding plans, asset-liability management, stress testing framework, independent reporting and limits framework
- Collaborate effectively with a diverse set of stakeholders by maintaining active dialogue with trading desks, corporate treasury, risk management colleagues, and other support groups regarding trading and hedging strategies, risk representation, and limit compliance
- Management of senior stakeholder relationships across Business Units, Corporate Treasury, Finance and Operations
- Lead interactions with regulators and other stakeholders and provide accurate and timely submissions
- Manage a team based in Frankfurt, whilst working closely with teams across regions

Experience
- Degree, or equivalent, in a quantitative subject, mathematics, statistics or engineering
- 10-15 years relevant working experience, preferably at a financial institution
- Understanding of managing liquidity risks including regulatory requirements
- Experience in leading teams and working with external stakeholders
- Confidence to take ideas forward and to challenge others, where appropriate, with experience in management by influence, facilitating and gaining consensus
- Ability to work in a fast-paced environment, balancing multiple high priority deliverables, including ability to work under pressure and to tight deadlines
- Ability to effectively communicate with a wide range of stakeholders, both written and verbally. Strong command of English including the ability to summarise key messages for senior management
- Ability to work independently in a self-directed way in a collaborative, team-oriented environment
