Date Posted:2024-04-26 Country:United States of America Location:RTX99: RTN Remote, Texas Position Role Type:Remote An excellent opportunity exists within the Raytheon Central Finance Estimating and Pricing organization for a Principal Estimating & Pricing specialist position. The chosen candidate will be responsible for proposal development for ongoing programs, engineering change proposals, and competitive new business pursuits. The position offers visibility to, and requires extensive contact with all proposal team members, subcontractors, customers, and Senior Management. Primary Responsibilities:
- Plan, lead and perform pricing and cost proposal development in accordance with customer requirements and current government regulations, laws and company policies.
- Be responsible for pricing support functions from pre-RFP activities through proposal negotiations.
- Develop detailed bidding guidance used in proposal kickoffs
- Work with functions from across the company to ensure all aspects of costs (labor, material and other direct costs) associated with each solicitation are represented in the cost proposal.
- Conduct detailed analysis as necessary to support and impact proposal quality, cost realism and reasonableness via basis of estimate review, historical program analysis and comparison.
- When required, develop complex Excel cost models or customer directed templates to support proposal efforts for customer submission, pricing strategy, should-cost exercises and pricing reviews with management.
- Lead and conduct pricing support to customer negotiation, fact find activity and government audits
- Ensure full FAR compliance and compliance to RFP requirements on all proposals
- Develop pricing strategies, construct pricing models, write compelling cost volumes, meet schedule and compliance requirements in order to submit compelling and winning cost volumes.
- Have the ability to perform the duties of a cost volume manager including the analysis of customer requirements, proposal strategy development, price to win analysis, proposal development and production and coordination and interface with other organizations involved in the proposal process.
- Provide training and mentoring to junior pricing analysts to ensure organizational capabilities are met and individual growth is accomplished.
- Work both independently and as an integral team member working closely with various functions, including business development, program management, finance, contracts and functional organizations is required.
- 5 years of direct experience in developing competitive new business, follow-on business and engineering change proposals for the U.S. government or government prime contractors.
- In-depth experience in government laws and regulations related to the development and negotiation of cost proposals is required (FAR, DFARS, CAS, TINA).
- Demonstrated ability to lead and support cost volume teams for large sole-source and/or competitive proposals.
- Experience working with proposal teams in a very dynamic environment. Be very detail oriented and have demonstrated ability to think strategically.
- The ability to lead, manage and mentor a team of junior pricing analysts is required.
- Advanced Excel modeling skills required (functions and formula creation).
- Typically requires a University Degree and minimum 5 years prior relevant experience or an Advanced Degree in a related field and minimum 3 years of experience or in absence of a degree, 9 years of relevant experience
- U.S. citizenship is required, as only U.S. citizens are authorized to access the financial management system due to government contractual requirements
- Team leadership and the ability to interface with senior management
- Experience with multiple contract types (CPFF, CPIF, CPAF FFP, FPIF T&M) with an understanding of financial implications on program execution on each contract type.
- Advanced level experience with Pricing System software tools such as ProPricer
- Customer driven cost model development with advanced MS Excel capabilities
- Finance/Accounting experience
- Be on a career break of one or more year at time of application
- Have prior experience in functional area of interest
- Have interest in returning in either a full-time or part-time position
