Northrop Grumman Mission Systems is looking for a Staff Contract Administrator (Level 5) with experience in Contract Administration to join our Xetron Operating Unit in Tampa , FL . This will require the candidate to work on-site at our Northrop Grumman Tampa facility with the opportunity for a flexible hybrid work schedule.
This position will require excellent oral and written communication skills and will represent the organization as a focal point on contracts projects. The Staff Contract Administrator (Level 5) will be responsible for direct interaction with senior internal and external personnel on significant matters often requiring coordination between organizations and may develop and deliver presentations. The Staff Contract Administrator (Level 5) will be responsible for direct handling of proposal and contract activities.
Candidate will be considered an expert in the field within the organization and must demonstrate the skill and ability to perform complex tasks. As most assignments are complex, the position will require the candidate to work independently without appreciable direction.

Salary Range: $117,800 - $176,600
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.

What You'll Get to Do:
Responsibilities include the following:
- Lead and coordinate the response to Requests for Proposal (RFPs)
- Interpret and advise your program team of contract terms and conditions
- Advise the program team on risks and mitigation strategies based on the contract requirements
- Ensure proposals/basis of estimates are fully responsive to the SOW requirements
- Prepare proposal submittal documents and coordinate internal review and approval
- Coordinate and develop responses to fact-finding, evaluation notices, and RFIs
- Develop and execute negotiation strategy to reach award
- Administer, modify, negotiate and terminate standard and nonstandard contractual agreements
- Identify, document and manage contract changes
- Oversee contract performance including schedules and deliverables
- Complete actions to ensure satisfactory program performance
- Research contract issues and prepare analysis with citations
- Maintain excellent working relationships with customers
- Acts as a mentor to lead and advise junior level contracts staff
Basic Qualifications:
- U.S. citizenship.
- Ability to obtain/maintain security clearance.
- Staff Contracts Administrator (Level A05): Bachelor's Degree with 15 years or Master's degree with 13 years experience in contracts, subcontracts, finance, or other business management related function.
- Be attentive to detail and able to handle complex contracts with minimum supervision.
- Have excellent verbal and written communication skills.
- Additionally, must be able to obtain a TS/SCI security clearance.
- Must be able to effectively work with the management of other organizations (program management, subcontracts, business management, finance, and supply chain management) as well as representatives of Government agencies.
- Advanced skills using MS Office Suite (Excel, Word, PowerPoint).
Candidates with these desired skills will be given preferential consideration:
- Recent experience as a Senior or Staff Contracts Administrator in the defense industry, particularly with the US Navy administering platform-level or major sub-system-level contracts.
- Excellent working knowledge of FAR/DFARS.
- Juris Doctor (JD).
- Recent experience negotiating and administering $200M+ Cost Type contracts.
- Current Secret security clearance
- Possess an active TS/SCI security clearance.
- Experience in U.S. Government Department of Defense Contract Administration & Management
- Should have a demonstrated understanding of and experience with FAR and DFARS..
- Prefer experience with various contract types such as Time & Material, Cost Reimbursable, Firm Fixed Price, etc.
- Demonstrated ability to effectively communicate with and influence others.
- Ability to work independently and make independent decisions, ensuring high levels of collaboration with stakeholders and subject matter experts.
- Ability to brief internal and external customers.
- Able to handle multiple tasks effectively in a fast-paced environment.
- Able to work as a team player, be proactive in identifying and resolving problems, have excellent organizational skills, and effective time management skills.
- National Contract Management Association - Certified Professional Contracts Manager (CPCM) desired
- Strong problem-solving skills and the ability to be flexible and change directions when needed.
