Work you'll do
As manager for the Federal Health Sector's Competitive Intelligence team you will:
- Have direct accountability for the following aspects of the competitive and market intelligence group operations:
- Lead research and analysis efforts using a comprehensive set of primary and secondary data on the competition, capabilities, and markets
- Identify opportunity-specific competitors and perform qualitative and quantitative analysis to help determine competitors' relative bid position and bid strategies.
- Design, research, and facilitate competitor strategy sessions - like Black Hats
- Conduct win / loss studies and make recommendations for process changes
- Collaborate and guide capture teams in developing a strategic approach -
- Directly support pursuit leadership and interact with other members of the capture/pursuit team for competitive intelligence activities
- Brainstorm solutions providing tactical advice and guidance with the ability to drive strategy and solutions that result in winning submissions
- Demonstrate the ability to bring creativity and innovation to the framing and structuring of research efforts
- Have responsibility across multiple, concurrent projects
- Adjust to shifting priorities, stringent deadlines, last-minute requirements, and occasional evening/weekend hours to accomplish tasks within non-negotiable client deadlines
- Contribute to the development and continuous improvement of research processes, tools, and templates

Qualifications
Required:
- 8+ years combined experience in the Federal government market with any of the following: competitor market research, quantitative analysis/decision in support of bid positioning, capture strategy, business development, cost and pricing or federal contracts/acquisition
- Bachelors degree required
- 5+ years of experience in Excel and manipulating public datasets, like from the Federal Procurement Data System
- 5+ years of experience in Microsoft Word, PowerPoint, and Tableau
- Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
Preferred:
- Experience in the Federal government market developing business intelligence, including the creation of competitor analyses, market analyses, opportunity analyses, SWOT analyses, and marketing or positioning strategies
- Familiarity with the buying patterns of the Department of Health and Human Service, Department of Veterans Affairs, and Defense Health Agency
- Excellent communicator - both written and oral
- Prior experience with decision theory/decision support sciences, game theory and/ or math statistics a strong plus
- Experience with vendor tools like Deltek GovWin IQ or Bloomberg's BGOV.
- Knowledge and understanding of Federal and/or State Government procurement regulations and practices (including FAR and DFAR)
- Masters degree is a plus
- Prior experience/training with formal capture/proposal methods (e.g., Shipley or Miller Heiman)
