Northrop Grumman Mission Systems (NGMS) Field Engineering Department is seeking candidates for the position of Systems Engineering Manager 2 supporting the Air Battle Management Systems Operating Unit. This position is in Linthicum, MD . This is a dual-role management position, which involves functional oversight and management for a Field Engineering section of 15 or more engineers and providing productive technical contributions to supported programs. A successful candidate will split their time at approximately 80% of their time going towards technical program tasks and 20% in the support of functional Field Engineering organizational tasks and objectives.

The functional management activities include organizational administrative actions, employee hiring in conjunction with our Talent Acquisition team, employee performance management and career development through guidance and training. Direct program work may include filling program needs as a technical leader in the areas of systems engineering, IPT leadership, consulting, proposal support, or any other appropriate technical functions as an experienced engineer.

Key roles and responsibilities include:

Field Engineering Management: Functional Management for Field Engineers supporting AWACS/MESA programs.
  • Performance management and goal setting.
  • Promo and Equity (P&E) support.
  • Annual Compensation planning and support.
  • 1ERP time charging approval.
  • Expense report approval.
  • Workload Forecasting.
  • Equipment (hardware and software) procurement request approval as necessary.
  • Recognition and BRAVO Awards for teams or individuals as appropriate and when opportunities arise.
  • Lead and execute regular periodic staff and 1 on 1 meetings with team members as appropriate to ensure flow down and information exchange.
  • Lead and/or support department-level Field Engineering projects and strategy initiatives as required.
  • Support department-level Field Engineering Knowledge Management initiatives as required.
Program-Specific Management Support:
  • Hiring and retention of team members to meet AWACS/MESA program needs.
  • Relocation and repatriation planning, coordination, and approval for domestic and international long-term assignments.
  • Short-term assignments / business trip planning, coordination, and approval for domestic and international trips.
Program-Specific Management / Senior Technical Support:
  • Proposals for all AWACS and MESA Field Engineering Requests for Proposal (RFPs).
  • Cost Account Management (CAM) responsibilities for multiple AWACS/MESA Field Engineering contracts.
  • Technical Program Manager / Technical Consultant for all MESA program PSC-MESA Tickets and Technical information (TI)
    • Review and approve TIs for Wedgetail, Turkey, Korea, UK, and USA prior to submittal to Boeing.
  • Lead the effort to develop and manage MESA Field Engineering knowledge.
Basic Qualifications :
  • Bachelor's degree and 9 years of relevant experience. Master's degree and 7 years of relevant experience or a PhD and 4 years of relevant experience.
  • Established proficiency in individual mentorship through effective feedback, talent development, motivation, and engagement.
  • Team leadership involvement in process improvement, conflict resolution, building consensus and discission making.
  • Commitment to ethics and integrity.
  • Demonstrated abilities to build diverse and inclusive teams with high levels of engagement, including mentoring and coaching, are a must.
  • This position requires the applicant to be a U.S. citizen with the ability to obtain and maintain a SECRET clearance per business requirements.
Preferred Qualifications:
  • Prior AWACS/MESA program experience.
  • Technical knowledge and understanding of radar systems integration and test.
  • Cost Account Management and Earned Value Management Experience.
  • Strong leadership skills to achieve sustainable top performance for the Field Engineering team.
  • Track record as an effective communicator and problem solver who can develop and maintain good working relationships with internal and external stakeholders.
  • Capability to innovate while challenging traditional ways of doing business.

Salary Range: $145,000 - $217,400

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
