The Advanced Technology / Advanced Integrated Surface Sensors (AISS) team is looking for a highly motivated, well-organized Principal Specialist, Contracts who embraces and thrives in working in a fast-paced, collaborative team environment. The AISS team focuses on key pursuits as well as development efforts that serve as the growth engine and front of the business, critical to the future growth of Raytheon. This role will be responsible for supporting and administering a diverse range of contracts and proposals within the Advanced Integrated Sensors (AIS) and Advanced Material / Technology Transition (AMTT) portfolio.

Additionally, this position will support a mix of sole source and competitive pursuits, as well as execution efforts, with multiple DoD and prime customers. In addition to traditional Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS) based, Truth in Negotiations Act (TINA) compliant efforts, there is also a significant amount of Other Transaction Agreement (OTA) activity within this role, accompanied by associated Terms and Conditions review and negotiation.

What You Will Do

  • Support the contracts lifecycle, inclusive of proposal development as well as management and administration of contracts within a diverse customer portfolio

  • Interface with customers on contracting matters and ensure that proposed and negotiated terms and conditions comply with company policies

  • Advise program management of contractual rights and obligations and possible mitigation of contractual/program risks

  • Work closely with the AIS/AMTT Contracts Lead, Portfolio Directors, Program Managers, Chief Engineers, Business/Estimating, and Supply Chain to construct, submit, and negotiate pricing proposals

  • Analyze Request for Proposals (RFPs) and provide leadership within the proposal teams during development and negotiation

  • Periodic on-site engagement

  • Conduct proposal reviews and coordinate customer responses

  • Negotiate contract prices, ensuring TINA compliance where applicable

  • Support program management and execution reviews including Estimates at Completion (EAC)

  • Provide general contract administration support and sound change management

  • Identify, mitigate, and support resolution of contractual issues as they may arise

Qualifications You Must Have

  • Typically requires a University Degree or equivalent experience and minimum 5 years prior relevant experience, or an Advanced Degree in a related field and minimum 3 years' experience

  • The ability to obtain and maintain a U.S. government issued security clearance is required.

  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

  • Experience in the administration, negotiations and/or management of commercial contracts or procurement or legal or supply chain, or Federal (U.S. Government), State or Municipal contracts administration    

Qualifications We Prefer

  • Active and in scope Secret clearance a plus

  • Relevant experience administering U.S. Government contracts under the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)

  • Experience in Proposals development and Contracts negotiations

  • Demonstrated ability to develop effective relationships with customers and internal partners based on understanding, teamwork, and trust

  • Experience working in a fast-paced environment, where prioritization is required to be effective

  • Excellent time management and organization skills

  • Experience working on classified contracts / programs

  • Familiarity with Other Transaction Agreements, Intellectual Property, license agreements, or teaming agreements

  • Juris Doctor or MBA a plus

The salary range for this role is 77,000 USD - 163,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.
