Position Overview:

The Naval Power Contracts function has an immediate opening for a Contracts Manager to support for the Evolved Sea Sparrow Missile (ESSM) portfolio. This role facilitates critical ship defense programs that provide layered protection around the world via a consortium of nations contracting with Raytheon via the US Navy.  This position will report directly to the ESSM Contracts Lead.

The successful candidate should possess experience in the complexities of large Defense Department (DoD) contracts that contain some Foreign Military Sales (FMS) content and require both importation of supplies as well as exportation of final products.  The ESSM follow-on Design Agent (DA) and Depot contracts will initiate proposal processes as early as Q4 2024 and this teammate will play a significant role in their capture. 

Duties include; Request for Proposal (RFP) assessment, capture and proposal strategy, contract negotiation, customer engagement and collaboration, and post-award contract administration. As a key customer interface for contracting matters and responsible for establishing and maintaining trust and cooperation while ensuring that proposed and negotiated Terms and Conditions (Ts & Cs) comply with company policies and guidelines, the successful candidate will advise program management of contractual rights and obligations and means to mitigate program risks originating from contract nuances. Minimal travel is expected.

Responsibilities to Anticipate:

  • Provide sound contract management to meet customer obligations, achieve company objectives, and comply with company policies.
  • Professionally represent Raytheon on contractual transactions and work closely with customers to develop business relationships.
  • Lead the analysis of RFPs, development of proposals, proposal reviews and coordination, negotiations, administration of contractual agreements, and execution of contracts
  • Effectively manage contractual obligations to ensure work performed satisfies requirements.
  • Identify, mitigate, and facilitate the resolution of contractual issues as they may arise.
  • Work closely within cross-functional teams to examine and understand cost elements enabling timely executable proposals for engineering services.
  • Provide guidance to internal customers regarding contractual and business issues, advising Program Managers as well as functional management of contractual rights and obligations as well as possible mitigation of contractual/program risks. 

Qualifications You Must Have:

  • A University Degree or equivalent experience and minimum 8 years prior relevant experience, or an Advanced Degree in a related field in conjunction with a minimum of 5 years’ experience
  • Experience with US Government contracts; US Government acquisition and related regulations, such as; FAR, DFARS, EAR, and ITAR
  • The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

Qualifications We Value:

  • Demonstrated ability to broker internal and/or external results positively affecting complex program, contract, or financial issues that have general impact on Annual Operating Plan (AOP) performance
  • Experience with contract & financial structures, pricing strategies, policy & procedure and compliance principles
  • Experience managing production, development, or service contracts
  • Ability to understand the financial aspects of contracts and risk quantification
  • Related contract administration experience, including hands-on proposal preparation and contract negotiations with the DoD
  • Experience with end-user communities in the development and acquisition of major systems
  • Ability to recognize business and contractual issues in program performance implement solutions; carry to completion, while exercising good judgment with minimal supervision 
  • Shown ability to develop effective relationships with customers and internal partners based on understanding, teamwork, and trust
  • Experience working is a fast-paced environment, where prioritization is required to be effective
  • Record of responsiveness with excellent time management and organization skills
  • Effective communicator both verbally and in writing; excellent analytical and interpersonal skills; demonstrated adaptability to a variety of business situations
  • Contractual acumen with proficiency in contracts fundamentals
  • Willingness to provide experienced guidance and support to junior team members on contractual complexities as well as fostering business acumen within a cross-functional organization and with external customers
  • Familiarity with Intellectual Property (IP), license agreements, or teaming agreements
  • Ability and willingness to travel both domestically and internationally for customer negotiations and other engagements
  • Juris Doctor or MBA

The salary range for this role is 96,000 USD - 200,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
