Raytheon - Air and Space Defense Systems (ASDS) is seeking a Director, Program Management (PM) to implement operations on a large-scale development efforts within the Space Intelligence, Surveillance and Reconnaissance (S-ISR) Sub-Strategic Business Unit (SSBU). The group manages over 25 programs ranging from small scale prototype development efforts to large scale ($100M-$200M) development supporting multiple missions.
Work with a large team of highly capable science and engineering staff, as well as other functional support team members, to capture and execute strategically important satellite ground station development programs. The Director, Program Management will be responsible for all facets of the program, to include executing current development and sustainment efforts and business operations. The Director, PM will maintain a portfolio of programs in all stages of program life – initial concept, technical business development, capture, execution, demonstration, and transition.
What You Will Do
Provide leadership, direction, and implementation management for the following: financial, schedule, technical performance, and supervision of the senior leadership team to include development Integrated Product Teams (IPTs) / Cost Account Manager (CAMs), operations staff, and the development and execution of coordinated business growth strategies to expand the business
Provide multidisciplinary team leadership, strategy development, internal and external program reviews, market shaping and program development through direct customer engagement, proposal preparation, supplier management, program management status reporting, and generation of statements of work (SOWs), and specifications
Set strategy, vision and direction for successful execution
Prepare and present senior level briefings to external customers and internal management
Focus on product affordability, product integrity, on-time deliveries to enable near, mid, and long-term business growth
Manage profit and loss, AOP development and execution, and program Estimate at Completions (EACs) inputs
Coordinate and align interactions, dependencies, and transactions between customers and other primes
Develop and execute program growth strategies for domestic and international growth
Present program statuses to stakeholders, at all levels, utilizing business and project management resources and procedures
Manage risk, opportunity, cost, quality and schedule performance
Set program priorities, resolve conflicts and barriers, implement gates and major reviews with the customer
Support proposal activities in support of on-contract growth and adjacent opportunities supporting the portfolio
Interface with stakeholders and government customers
Travel, up to 25%, to participate in business engagements
Qualifications You Must Have:
Typically requires a Bachelor's degree in a related discipline (Science, Technology, Engineering, or Mathematics (STEM) preferred)
14+ years of relevant experience working in Program Management(PM) to includes a few years working in Material Program Management, Cost Account Manager, Integrated Product Team Lead
8 years minimal PM experience leading development, transition to production, production and/or sustainment programs
Experience managing cost, schedule, and technical performance for programs with use of program management tools such as Earned Value Management System (EVMS), Integrated Master Plan (IMP), Integrated Master Schedule (IMS), Risk and Opportunity Management, Scope Board, or similar business processes
Experience leading proposal generation, contract negotiation and executions
Experience leading cross-functional teams to include, but not limited to, any combination of the following: Engineering, Contracts, Finance, Procurement/Supply Chain, Manufacturing/Operations, Quality Management, Logistics, Data Management (CDRL support) and/or administrative functions
An active and in-scope Top Secret/SCI U.S. government issued security clearance is required for consideration. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance (a CI Poly level clearance will be required after hire)
Qualifications We Prefer
Demonstration experience of leadership competencies, especially influential communications, strategic thinking, cultivating innovation, collaboration, developing talent, customer focus, and driving results
Experience with business and project management tools and procedures (e.g. IPDS, EVMS, IMP/IMS, Risk Management, Financial Forecasts and EAC)
Program Management Level 3 Certification or similar, or ability to obtain associated certification within 6 months
Effective interpersonal skills especially in team building and customer relationships
Excellent verbal and written communication skills with all levels of stakeholders
Strong business sense to proactively identify and resolve problems, quickly and efficiently
Experience developing and implementing execution, coordination, and growth strategies for franchise programs
Experience with oversight and monitoring of supplier performance; develop preventive and corrective actions as necessary
Demonstrated success creating and maintaining strong executive level relationships with suppliers, customers, government representatives, primes and internal peers
Highly organized and be an effective leader, communicator, decision maker and able to inspire teams to meet program objectives
Experience working with software development processes and their application to programs
