The Value Stream Leader - Strategic Communications under PCS+ will assist in leading development, pursuits, and production projects for the PCS platforms. You will be responsible for managing and/or assisting other VSLs with the program plan, schedule, budget, customer interfacing, pursuits, and execution. This role provides the opportunity to monitor strategic planning efforts, present progress reports and value-stream strategy, recommend solutions for program problems, manage the P&L of programs and multiple vendors, and supports contract negotiations.
This position is required to work onsite in Richardson Texas. Relocation assistance will not be provided.
What You Will Do
Facilitates small to medium programs to ensure adherence to program plans, schedules, and budgets for programs under his/her responsibility
Facilitates pursuit activities for competitive and sole-sources activities
Manages the P&L of the program to ensure profitability targets are met, and manages multiple vendors
Develops milestones, program plans, schedules and budgets for programs to ensure that the organization’s objectives are met
Consolidates and presents plans and progress reports relating to business aspects of the program(s), and manages value-stream strategy and progress
Monitors strategic planning efforts for similar sized / complexity programs
Demonstrates continuous improvement initiatives to optimize efficiency and quality
Identifies and reacts to program problems and recommends solutions, such as allocation of resources, changing contractual specifications, and coordinating responses to customer action items
Supports the development of new business growth strategies
Supports the negotiation of contracts and contractual changes, including coordinating preparation of proposals, business plans, proposal work statements, operation budgets, specifications, and financial conditions of contracts to ensure legal compliance and to protect the organization’s interests
Facilitates all program phases from inception through completion
Interfaces with customers for project specifications to ensure successful completion
Manages the contract lifecycle, cost, schedule and performance of company programs or subsystems of major programs
Coordinates the negotiation, proposals, business plans, budgets and contracts for programs
Establishes cost focused performance targets and directs work to achieve these targets
Willingness to travel to support program / customer interfacing meetings (estimated to not exceed once per month)
Qualifications You Must Have
Typically requires a University Degree and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience or in absence of a degree, 12 years of relevant experience
Active and transferable Secret U.S. government issued security clearance is required prior to start date
U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
Qualifications We Prefer
Active Top Secret or TS/SCI Security Clearance Preferred
5+ years of Program Management, Value Stream Lead or Project Management experience preferred

The salary range for this role is 96,000 USD - 200,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
