Raytheon has an opportunity for an energetic and motivated  Explosives Safety and Operations Engineer. This position will have relevant explosives and occupational safety experience with strength in developing and implementing safety programs.  The candidate should demonstrate a track record of continuous improvement for explosives safety compliance and other health and safety programs. Candidate should have strong communication and interpersonal skills to influence internal and external stakeholders including engineers, technicians and all levels of management. 

The selected candidate will perform a variety of technical and business tasks, as well as apply extensive EH&S and Explosives Safety and Operations knowledge and experience in support of production and engineering activities. The responsibilities and tasks of this position are listed below and are paramount in supporting Safety, an RTX value.

The position is an onsite role in Tucson, AZ.

What You Will Do

  • Under the direction of the Explosives Safety & Operations Manager, support and implement explosives safety and occupational safety programs and initiatives.
  • Develop and review concept designs, explosives safety site plans, final safety submissions, final design submittals, and hazard analyses for facilities in which explosives are utilized.
  • Conduct safety audits/inspections on explosives transportation operations, missile integration and test operations, and explosives storage magazines to ensure compliance.
  • Serve as a technical resource to support engineering reviews of Raytheon/customer facilities, processes, and products by interpreting and applying OSHA, EPA, DOT, NIOSH, ANSI, NFPA, IFC, IBC and other applicable regulations and standards.
  • Serve as the primary focal point for DCMA Contract Safety Surveys and Air Force Weapons Safety Surveys of the factories and processes, in support of the customer(s).
  • Collaborates across departments to achieve and maintain consistency of health and safety program implementation.
  • Conduct injury investigations and root cause analysis, develop corrective actions and track to completion.
  • Provide support for other site EH&S programs such as environmental/sustainability programs.
  • Support Raytheon to meet EH&S requirements for internal and external audits including OSHA VPP, and other internal company assessments.

Qualifications You Must Have:

  • Typically requires Bachelor’s degree related to EH&S or Explosives Safety
  • 5 years direct experience with DoD or Defense Contractor Explosives Safety policies and procedures such as DoDM 4145.26, NAVSEA OP 5, DA PAM 385-64, AFI 32-1065 and/or DESR 6055.09_AFMAN 91-201., or advanced degree in related field and minimum of 3 years of experience.
  • Active and transferable U.S. government issued Secret security clearance is required prior to start date 
    U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance .
  • Experience preparing explosives safety site plans and risk analysis documentation in accordance with DoDM 4145.26,NAVSEA OP 5, DA PAM 385-64, AFI 32-1065 and/or DESR6055.09_AFMAN 91-201.

Qualifications We Prefer:

  • Experience providing explosives safety technical assistance and communications to senior management as well as junior and front line leaders.
  • Experience evaluating explosives and energetics processes to identify risk and mitigate hazards utilizing methodologies such as qualitative, quantitative, generic, or site-specific risk assessments.
  • Experience in implementing and sustaining an Explosives Safety program in a manufacturing and engineering environment.
  • Ability to effectively organize and manage multiple projects and programs in a fast-paced environment and demonstrate effective prioritization and implementation skills.
  • Generalist in Environmental, Health and Safety disciplines with a stronger knowledge of safety requirements outlined in OSHA 1910 or military service equivalent regulation.
  • Well-developed communication and presentation skills.
  • Well-organized and have excellent attention to detail and thoroughness with accomplishing tasks from inception through completion in a multi-tasking environment.
  • Knowledge of MS Office applications including Word, Excel, PowerPoint, Access and Project.
  • Project management skills.
  • Ability to prepare and conduct training, explosives safety reports, and presentations for explosives safety program elements.
  • Formal training in DoD explosives safety policies and procedures in a military and/or defense contractor setting.
  • Excellent communication and presentation skills to all levels of organization, from executive management to production workers.

The salary range for this role is 77,000 USD - 163,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement.

Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.
