Meta is seeking an experienced Area Construction Operations Manager to join our Data Center Design, Engineering, & Construction (DEC) Team. Our Infrastructure family builds, operates, and retrofits the Meta data centers in service to the Meta family of Apps and it is the DEC Delivery Construction Management team that oversees the Construction activities. The DEC Delivery Construction Management (CM) organization is responsible to manage the construction execution for our Data Center fleet including new build (greenfield), retrofit (live environment changes), and onsite fiber installations (trunk to top of rack) through handoff of data halls to be provisioned with racks and servers. The Area Construction Operations Manager (OM) reports to the Area Manager as a high-level individual contributor (IC) focused on supporting the site-based teams within the Area with an operational focus that supports the health of the team and project for reliable and predictable delivery of capacity to the business with high financial stewardship, collaboration, and partnership within our matrixed DEC organization. The Area supported typically includes 5-8 site-based teams of 4-6 Full Time Employees (FTE) per site. Providing leadership through influencing a team of matrixed Safety, QAQC and Project Controls (Cost + Schedule) professionals within the Area toward predictable outcomes as well as building high quality partnerships cross-functionally (XFN) and externally with the General Contractors (GC). As such this role includes significant travel to the dispersed sites across the assigned Area, traveling as needed, up to 50% travel to/within the assigned Area with occasional travel to DEC central offices.

Area Construction Operations Construction Manager (OM) Responsibilities:
- Accountable for managing the Meta to General Contractor (GC) relationship management, including leading the GC Performance Reviews (PR), regularly cadenced check ins, and participating as needed in the Meta Construction Company (MCCo) partnering sessions.
- Accountable to provide clear, concise, and timely communications to the Area Manager (AM) and broader organization when delivery of capacity will be impacted. Ensuring that correct elevation of issues for awareness and escalation of issues for leadership action/involvement.
- Responsible for the financial health and wellness of the projects within the assigned Area. Monitoring the Key Performance Indicators (KPI) to ensure the health of the team and project.
- Responsible for providing mentorship and counselling to the site teams, especially during contract and change order negotiations and helping them prepare for a successful presentation at Contract Change Order Approval Meetings (CCAM). Engaging in those negotiations as needed to ensure a successful outcome.
- Responsible for reviewing and approving contracts and Change Orders within signing authority. Review and advise on contracts and change orders above signing authority.
- Responsible for the ongoing construction operations of the assigned Area frequently representing the Area Manager (AM) when needed.
- Responsible for coordinating efforts with other Area Operations Managers to ensure consistency and alignment of priorities and sharing Lessons Learned and Best Practices.
- Responsible for ensuring the timely and appropriate resolution of issues on the sites. Supporting the Campus Construction Managers (CCM) onsite in those negotiations to protect and ensure the project milestones and goals are achieved.
- Responsible for the onboarding of new Campus Construction Managers (CCM) within the Area as well as supporting the recruitment, interviewing, and hiring decisions for CCMs across all the Areas.
- esponsible for the CCM team meeting and communications flow down from Global and National level in concert with Area Manager communications.
- Develops high impact relationships with internal and external cross functional stakeholders to understand current opportunities for process optimization and create strategy across the Areas.
- Advise the Site Teams on correctly identifying, prioritizing, and executing strategic initiatives which ensure that the DEC and Meta priorities are at the forefront as well as have the most impact for the effort involved.
- Advise the Area Manager (AM) regarding annual headcount planning and staffing strategies for sites in the assigned Area.
- Request and provide fast feedback when appropriate in support of continuous improvement of projects, partners, and peers.
- Influence the development of training materials, timing, audience, and such to support the continued career and skill growth of the site teams.
- Other duties as assigned by the Area Manager (AM).
Minimum Qualifications:
- Bachelor's degree in construction management, Civil Engineering, or equivalent degree
- Minimum of Fifteen (15) years professional experience in construction and project planning of complex, mission critical projects
- Experience with various contract delivery methodologies, legal considerations, IP, and commercial terms
- Experience prioritizing & rapidly changing direction and adapting as needed to support a rapidly growing business model
- Possess persuasive communication and presentation skills as well as effective negotiation skills and experience providing solutions to complex problems under pressure.
- Experience in large scale construction management (excess of $500M/yr. Construction spend) required.
- Experience in design and construction supply chain and processes
Preferred Qualifications:
- Experience in data center engineering, design, commissioning, and operations and ground up new build site development and construction as well as retrofit work in live environments
- Advanced Degrees in engineering and or business administration is a plus
- Successful experience with Guaranteed Maximum Price (GMP) delivery is required.
- Experience in Capital Budget Management is a plus.
- Experience with a variety of construction models (Design-Build, Integrated Project Delivery (IPD), Lump Sum, Cost Plus, Fixed Fee, etc.) is a plus.
