Northrop Grumman has an opening for a Level 1 Associate Proposal Analyst or a Level 2 Proposal Analyst to join our team of qualified, diverse individuals. This position is located on site in Redondo Beach, California with partial telework available.Essential Functions:
- This role will be a key member of large competitive or corporate priority win teams and will act as a key evaluator and developer of winning bids
- Candidates for this position will lead/support proposal activities of diverse and inclusive teams with high levels of engagement and collaboration with other team members
- They will demonstrate a broad skill set that is balanced across interpersonal, business, and proposal based capabilities; a commitment to ethics and integrity; and the capability to innovate in a challenging and dynamic environment
- Develops, plans and schedules proposals
- Compiles cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications
- Coordinates the collection and accumulation of cost, scheduling, and performance elements from functional departments
- Researches and analyzes historical data, develops cost models to support proposal efforts
- Coordinates activities and participates in fact-finding meetings
- Participates in should-cost and pricing reviews with management and customer representatives
- Participates as a member of the contract negotiating team
- Bachelor's Degree from an accredited university in Pricing & Estimating, Business Management, Contract Management, or Proposal experience.
- Bachelor's Degree from an accredited university and 3 years of experience in Pricing & Estimating, Business Management, Contract Management, or Proposal experience; OR a Master's Degree with 1 year of stated experience
- Experience working within Proposals
- Experience with using Excel, Word, and PowerPoint
- Experience working with Basis of Estimate (BOE) and analyzing BOE quality
- Familiarity of the government regulations FAR and DFARS
- Experience conducting cost analysis
- Excellent oral and written communication skills
- Ability to effectively manage competing priorities and deadlines
- Ability to handle multiple tasks in a fast paced environment
- Excellent problem solving and organizational skills
- Ability to obtain a DoD Secret or Top Secret/SCI level security clearance, to include a Single Scope Background Investigation, a periodic reinvestigation, or an original adjudication date completed within the last 6 years
